Agenda Item:
Resolutions requesting the Commissioner of Transportation of the State of Minnesota to remove various road segments and establish various road segment on the Municipal State Aid System. 
Recommendation/Action(s):
Adoption of the attached resolutions.
Summary:
The purpose of the state aid program is to provide resources, from the Highway Users Tax Distribution Fund, to assist local governments with the construction and maintenance of community-interest highways and streets on the state aid system. The goal of the program is to provide users with safe streets, adequate mobility and structural capacity and an integrated transportation network with the community.
 
The funding provided by the state aid program is based on the population of the city and the needs of the various road segment. The factors that are considered as a part of the needs are the width of the road, the construction of the road, and the amount of traffic carried by the road. Several of the existing roads have lower traffic levels that have seen low growth over the past few years. Other roads in the city have seen an increase in traffic levels and have the potential for much high traffic volume growth.
 
As a part of the continual management of the city’s state aid system, Public Works -Engineering personnel work to optimize the system to provide the highest value.to ensure adequate funding. This allows for regular maintenance and repair of system roadway as well as expansion and improvement projects. A road must be designated on the state aid system in order for state aid fund to be spent on maintenance or improvements. With the evolution of traffic patterns it is necessary to modify the state aid road system to ensure that adequate funding is available for future project. An example of such a project would be future intersection improvements at TH 22 and Augusta Drive. 
 
Engineering is recommending the removal of the following roadways from the system:
  • Part of MSAS 101: Owatonna Street from the centerline of Riverfront Drive to the centerline of Mound Avenue;
  • Part of MSAS 10: Mounds Avenue from the centerline of Owatonna Street to center line Sibley Parkway;
  • Part of MSAS 105: Broad Street from the centerline of Thompson Street to the centerline of May Street;
  • Part of MSAS 105: Broad Street from the centerline of Adams Street to the centerline of Thompson Street;
  • Part of MSAS 106: North Fourth Street from the centerline of Thompson Street to the centerline of May Street;
  • Part of MSAS 106: North Fourth Street from the centerline of Adams Street to the centerline of Thompson Street;
  • MSAS 141: Ledlie Lane, Kristy Lane, Victoria Boulevard, South Brook Circle from the centerline of Stoltzman Road to the centerline of Monks Avenue;
  • MSAS 151: Chestnut Street from the centerline of Third Avenue to the centerline of Riverfront Drive; 
Engineering is recommending the establishment of the following roadways to the system:
  • Extension of MSAS 109: Hoffman Road from the centerline of Trunk Highway 22 to the centerline of County State Aid Highway 12;
  • Extension of MSAS 125: Bassett Drive from the centerline of Trunk Highway 22 to the centerline of Carver Road;
  • MSAS 157: August Drive from the centerline of Saint Andrews Drive to the centerline of Trunk Highway 22;
  • MSAS 158: Carver Road from the centerline of Bassett Drive to the centerline of County State Aid Highway 17;
  • MSAS 160: Poplar Street from the centerline of Riverfront Drive to the centerline of Sibley Parkway  (western portion);
  • MSAS 161: Premier Drive from the centerline of North Victory Drive to the centerline of August drive;
  • MSAS 162: Haefner Drive from the centerline of Madison Avenue (County State Aid Highway 17) to the centerline of Adams Street;
  • MSAS 163; Riverfront Drive from the centerline of the Trunk Highway 169 ramps to the centerline of Sibley Street;
With the approval of the system revision recommend, new needs calculations will take place with a potential increase in state aid allocation for 2020.
