The Building, Housing and Planning Department requests approval to grant the City of Lorain Building Department $8,570.55 for COVID-related expenses. The funds will be paid from the American Rescue Plan (2359.R235.6300.3307). Lorain City Council passed a resolution concurring with this American Rescue Plan Act expenditure on September 7, 2021

b.   The Building, Housing and Planning Department requests approval to grant the Lorain Veterans Council $5,000 for civic improvement to Pulaski Park. The funds will be paid from the American Rescue Plan (2359.R235.6300.3307). Lorain City Council passed a resolution concurring with this American Rescue Plan Act expenditure on September 7, 2021

c.   The Building, Housing and Planning Department requests approval to grant Pathways Enrichment Center $25,000 for its food pantry program. d.   The Building, Housing and Planning Department requests approval to grant the Lorain Revitalization Association, DBA Main Street Lorain $50,000 due to loss of income. The funds will be paid from the American Rescue Plan (2359.R235.6300.3307). f.   The Lorain Police Department would like to request approval to purchase Wireless access points, from GHA Technologies, in the amount of $8,511.68.  Wireless access points are needed for offloading vehicle videos.  To be paid out of the Levy with Capital Outlay.

g.   The Building, Housing and Planning Department requests approval to grant the Lorain Municipal Court $35,000 for its Risk Assessment Process. The funds will be paid from the American Rescue Plan (2359.R235.6300.3307). Lorain City Council passed a resolution concurring with this American Rescue Plan Act expenditure on September 7, 2021
 
h.   The Building, Housing and Planning Department requests approval to grant the Lorain Police Department $636,000 for police cruisers for new hires. The funds will be paid from the American Rescue Plan (2359.R235.6300.3307). Lorain City Council passed a resolution concurring with this American Rescue Plan Act expenditure on September 7, 2021.

i.   A request from the Lorain Utilities Distribution Department for the approval to purchase furniture for the new Distribution building in the amount of $10,908 from The City Desk. Funding GL Account 6020.P602.6190.6700.1500 Facility Improvement.

j.   The Building, Housing and Planning Department (BHP) requests approval for a Home Repair loan in the amount of $16,500 to replace the Roof, Furnace, and Electrical at 2435 Vardon Drive, Lorain, OH for Barbara Malkowski.
 
For the Roofing Replacement, BHP requests funds in the amount of $9,306.00 (which includes a 10% contingency of $846.00) for a new roof to be installed by PriceRite Roofing & Siding. Additional estimates were received from Affordable Roofing ($8,800), American Metal Roofing ($11,070), Wildhaber Roofing ($11,400.00) and Final Touch Construction ($12,400.00). PriceRite Roofing & Siding is located in Strongsville, OH and provided the most complete and robust quote which includes a lifetime warranty.
 
For the Furnace Installation, BHP requests $4,224.00 (which includes a 10% contingency of $384) for a new furnace to be provided by Energy-1 Heating & Air Conditioning. Additional estimates were received by EH Roberts Company ($3,984.00), and Tony’s Total Comfort, Inc. ($4,370.00). Energy-1 Heating & Air Conditioning is located in Lorain, OH and is including a 10 year warranty on parts and a 1 year warranty on labor.
 
For the Electrical Abatement, BHP requests $2,970.00 (which includes a 10% contingency of $270) for electrical updates throughout the home. Additional estimates were received by GCS Electric ($2,965.00), and BERS Heating & Cooling ($3,658.53). Great Lakes Electrical Services is located in Amherst, OH and provided the most responsive estimate of the ones provided.
 
The work will be paid out of the Block Grant Emergency Home Repair funds account number 2260.R226.7130.6400.6100 and is contingent on compliance with other federal requirements, including environmental reviews.
