a.   A request from the Lorain Utilities Department for approval to open a purchase order for Burgess and Niple Engineers related to the design of the PQM WWTP Plant Improvements Project in the amount of $240,000. b.   A request from the Department of Public Property, Streets Division, to purchase Type IV Crack Sealant from McDaniels Construction for an amount not to exceed $12,150.00.  Purchase will be made using BitMat account 2030.R203.3140.6400.2900.  McDaniels pricing is less than ODOT Contract 899-22 pricing.

c.   A request from the Lorain Civil Service Commission for the selection of a testing company for the Assessment Center portion (per the FOP#3 CBA, Article 12 regarding promotions) of the Promotional Police Lieutenant Exam. The Civil Service Commission received quotes for the Assessment Center portion from the Ohio Association of Chiefs of Police (OACP) in the amount of $6230 ($5,800 + $430 for the proctor to administer the written portion) and PRADCO in the amount of $11,900. IPMA - HR was contacted for a quote but never responded. The Commission is recommending the selection of OACP as the lowest and best bid. 

The names of the vendors selected for two testing companies for the Police Lieutenant's Exam: IACP (International Association of Chiefs of Police) for Written Portion: $9,000 and OACP in the amount of $6,240. The total amount to be paid is $15,230 from the Civil Service - Contractual Services account.
