  Chairman Michael Bell opened the regular Planning and Zoning Commission meeting at 6:01pm.
             
   1. Discuss and take action regarding the approval of the November 18, 2021 regular Planning and Zoning Commission meeting minutes.
  Motion: Approve minutes with corrections to list Brent Thibeaux as absent and add Danny Weakley as the second for Shawnee Trail plat item vote.

   2. FINAL PLAT/Prairie Oaks Phase 3A (FP-21-03391). Presentation, discussion, and consideration on a request for a Final Plat for Prairie Oaks Phase 3A. Establishing eighty-one (81) single-family lots and two (2) open space HOA lots from an existing abstract survey on approximately 20.901 acres, situated in the MARSELLA JONES SURVEY, ABSTRACT NO. 662, within Little Elm's town limits. 
  Staff presented on the Final Plat for Prairie Oaks Phase 3A. Staff Recommended approval with the condition that prior to recording the final plat, all traffic mitigation measures shall be implemented as recommended in the traffic impact analysis. 

Motion: Approve with stipulation that traffic mitigation measures be implemented as recommended in the traffic impact analysis.

   3. PUBLIC HEARING/ Hardwicke Food Truck Park (PD-21-06182). Public hearing, discussion, and take action on a recommendation regarding a request to rezone approximately 3.23 acres of land, currently zoned as Lakefront District and Single Family A1, generally located at on the south side of Eldorado Parkway, approximately 200 feet east of Hardwicke Lane, within Little Elm’s town limits, in order to establish a new Planned Development district based on the Lakefront District requirements with allowance for additional uses, to allow outdoor temporary outdoor activities on site.

  Staff presented on the proposed planned development that would allow for temporary outdoor events, such as farmers markets, and outdoor commercial amusement uses as of right, as well as temporary accessory structures utilized for food trucks and the newly requested uses. 

Chairman Bell opened the public hearing at 6:18 pm. There were three speakers in opposition to the request:
  • Ryan McCallion, 105 Woodrow Circle;
  • Joe Price 131 Woodrow Circle; and
  • Holly Diogaurdi, 129 Woodrow Circle.
Additionally, an email was received from Birgit Somner, 109 Woodrow Cir, that will be attached into the record. Main concerns were of noise and privacy during event that had previously been held and that the problem would continue.

Chairman Bell closed the public hearing at 6:30pm. 

Jenette Espinosa, Director fo the Little Elm Economic Development Corporation (EDC), along with Amanda Rupley and Richard Pray, owners of On-the-Fly, answered questions from the Commission regarding what would be done about event noise levels occurring during the evening and night; the parties responsible for trash collection to avoid litter blowing outside the area; plans for parking should events grow in size; long term development plans for the lot once the events are moved to "The Lawn"; alternative sites that could host these events until "The Lawn" is completed; project timelines for how long EDC is interested in having events at this location; and what types of events, and the intensity and frequency of those events. 

The Commission had an additional discussion regarding all the voiced concerns and how the proposed zoning change impacts the adjacent residential neighborhood. The Commission was generally unclear about the details of the request because food trucks are currently allowed through on this site through a Food Truck Permit. 

Commissioner Weakley had to leave at 6:40pm due to a family emergency before a motion or vote could be made.

Motion: Table discussion until the December 16, 2021 regular Planning and Zoning Commission meeting to allow staff and applicant to fine-tune and clarify the details of the request.

   4. PUBLIC HEARING/ Lakefront District Text Amendment (ZOA-21-06657). Public hearing, discussion, and take action on a recommendation regarding a proposed text amendment to Chapter 106, Zoning Ordinance, by amending Sec.106.04.02 Lakefront District, in order to clarify height requirements.
