Discuss and consider action on the Second Reading of Ordinance Case 19-OR-007 to amend the Composite Zoning Ordinance to update the masonry requirements, and to provide for related matters; Williamson & Travis Counties, Texas.
This request is the final step in the ordinance process. The State of Texas Legislature adopted House Bill 2439 and it will take effect September 1, 2019. This bill removes the City’s ability to regulate building materials for residential or commercial buildings. Buildings will only be required to comply with the International Building Code requirements with regards to materials. The City is still able to regulate masonry through Development Agreements since they are not part of the zoning ordinance.
The proposed amendment to the Composite Zoning Ordinance removes the masonry requirements and provide for incentives for the use of masonry.

Staff recommends approval of the ordinance amendments. The Planning & Zoning Commission recommended approval of the ordinance with a 6 to 1 vote (Hines opposed) recommendation will be available at the meeting.
