RECOMMENDATION:

That the City Council:
A.  Consider and approve a Memorandum of Understanding (MOU) between the City of La Habra and the La Habra Professional Employees' Group for the period of January 1, 2021, through June 30, 2021; and

B.  APPROVE AND ADOPT RESOLUTION NO. ______ ENTITLED:  A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA HABRA REPEALING AND REPLACING RESOLUTION NO. 5960 PERTAINING TO A COMPENSATION PLAN FOR THE LA HABRA PROFESSIONAL EMPLOYEES' GROUP.
DISCUSSION:
Representatives from the La Habra Professional Employees Group (Professional Group) and City Management have met and conferred in good faith regarding salary, benefits, and other terms and conditions of employment and have reached a tentative agreement for a Memorandum of Understanding (MOU, see Attachment 1) for a six-month term for January 1, 2021, through June 30, 2021.  The labor costs for employees in the Professional Group are funded through a State child care grant program administered by the City to provide child development services to the community.  The program is currently undergoing organizational changes in an effort to maximize program efficiency and continue to provide quality services to program participants; therefore, City Management staff and the Professional Group representatives have come to a tentative agreement for a six-month term for this labor agreement in order to analyze and implement the recommended organizational changes that have been studied and are ready for implementation.
 

The following are substantive changes to the labor agreement that have been tentatively reached, subject to Council review and approval:
 
Salary and Benefits
Salary Adjustment Effective on January 2, 2021, the City will provide a two percent (2%) salary adjustment to certain classifications in the unit to include:  Lead Teachers, Teachers, and EHS Site Supervisor.  There will be no salary adjustment for the classification of Program Specialist and Employment and Training Program Coordinator.
Medical Insurance Effective January 2, 2021, the City will increase its current medical insurance contribution to all unit members by $100 per month to a maximum of $1,400 per month on a use or lose basis.
FISCAL IMPACT/SOURCE OF FUNDING:
If approved, the total increased cost associated with changes to salaries, benefits, and other terms and conditions of employment in this MOU are estimated to be approximately $9,591 over the six-month MOU term.  As the employees in this group are completely grant funded, there is no cost to the City's General Fund. The total estimated costs for this MOU, if approved, can be fully funded from the adopted Fiscal Year 2020-2021 Child Care Division budget without the need for additional appropriation.
