|The City of Huber Heights received $557,083.57 from the first CARES Act funding distribution in July. A second distribution of $278,541.79 was received in September. A third distribution of $1,374,908 was received in October. The total distribution of $2,210,533.36 has been placed in the Coronavirus Relief Fund. Those federal dollars and interest earned of $102.21 is available for City expenditures related to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19).
One of the key determinants of eligibility for use of the CARES Act funding is to have the local elected governing body approve a list of expenditures as necessary expenditures. The attached legislation provides a clear declaration of expenditures listed on Exhibit A as necessary due to the public health emergency with respect to the COVID-19 pandemic.
The City is required to submit all appropriate expenditures in the financial reporting portal established by the State of Ohio Office of Budget and Management. The reporting must be completed by November 20, 2020 to determine if all funds distributed to the City of Huber Heights have been expended or encumbered. The City of Huber Heights has expensed or encumbered all of the CARES Act monies distributed and all interest income earned on those monies. If there are additional expenditures beyond the initial funding, then there may be additional funding available from other local governments that did not spend their entire distribution of funds. Those additional funds are estimated to be made available on November 25, 2020. All CARES Act funds must be spent by December 30, 2020.
