AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, REZONING PROPERTY LOCATED AT 8707 WEST NORTHERN AVENUE FROM R1-10 PRD (SINGLE FAMILY – 1 UNIT PER 10,000 SQUARE FEET / PLANNED RESIDENTIAL DEVELOPMENT) TO R1-6 PRD (SINGLE FAMILY – 1 UNIT PER 6,000 SQUARE FEET / PLANNED RESIDENTIAL DEVELOPMENT) FOR A DEVELOPMENT PLAN ENTITLED “PALERMO,” AMENDING THE ZONING MAP; PROVIDING FOR AN EFFECTIVE DATE; AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THE ORDINANCE.

Purpose and Recommended Action
This is a request for City Council to conduct a public hearing, waive reading beyond the title and adopt a resolution to approve a General Plan Map Amendment  to MDR-5.0 (Medium Density Residential 3.5 -5.0 du/acre) and approve an Ordinance to rezone from R1-6 PRD (Residential Single Family – Planned Residential Development) to R1-6 PRD (Residential Single Family – Planned Residential Development) for a project titled “Palermo” located at the southeast corner of Northern Avenue and 87th Avenue.
Background
The property includes 12 acres and located at the southeast corner of Northern Avenue and 87th Avenue and is in the Yucca District. The site is currently vacant. The subject property was rezoned (ZON06-07) to establish the Northern Places PRD.  A 27-lot subdivision plat known as Northern Places Subdivision, was approved and recorded in 2013.  It remains undeveloped.
Per this request, the gross density would increase to 3.50 dwelling units per acre, featuring a higher density than the surrounding residential areas. Developments standards would provide for smaller lots than are typical of the R1-6 zoning and additional lot overage.
 
The Planning Commission conducted a public hearing on September 3, 2020.  No public spoke in opposition. The Planning Commission recommended approval of the proposal on a 5-0 vote.  Along with the stipulations of approval recommended by staff, the Planning Commission added an additional stipulation to read as follows:
 
The wall plan included with the PAD booklet shall be substituted for the wall plan submitted to the City on August 25, 2020.
Analysis
The proposed General Plan designations and the proposed rezoning of the Palermo development plan is appropriate for this site. The proposal would provide a viable use of an infill property near existing infrastructure, and enable higher residential densities closer to jobs, shopping and services; and thereby adding the housing variety in the area.
Previous Related Council Action
The subject property, which is currently vacant, was rezoned (ZON06-07) to establish the Northern Places PRD.  A 27-lot subdivision plat known as Northern Places Subdivision, was approved and recorded in 2013.  It remains undeveloped.
Community Benefit/Public Involvement
The proposed development will provide a viable use of an infill property near existing infrastructure; and enable higher residential densities close to jobs, shopping and services, and thereby adds to the housing variety in the area. The development will also provide pedestrian and bicycle connectivity with the surrounding area. 
 
On July 17, 2020, the applicant mailed notification letters to adjacent property owners and interested parties. The neighborhood meeting was held on August 3, 2020. No one attended the meeting except for the members of the development team. On August 3, 2020 the applicant did receive a call from a property owner who expressed concern with SRP irrigation water.  The applicant is working with SRP to resolve the issue.
 
A Notice of Public Hearing was published in The Glendale Star on August 13, 2020. Notification postcards of the public hearing were mailed to adjacent property owners and interested parties on August 14, 2020. The property was currently posted by the applicant on August 12, 2020.
