AN ORDINANCE OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, REZONING 42.8 ACRES LOCATED AT 5450 WEST NORTHERN AVENUE FROM A-1 (AGRICULTURAL) TO R1-6 PRD (PLANNED RESIDENTIAL DEVELOPMENT) FOR A DEVELOPMENT PLAN ENTITLED “TREVINO AT GLEN LAKES”; AMENDING THE ZONING MAP; PROVIDING FOR AN EFFECTIVE DATE; AND DIRECTING THE CITY CLERK TO RECORD A CERTIFIED COPY OF THE ORDINANCE.

Purpose and Recommended Action
This is a request for City Council to conduct a public hearing, waive reading beyond the title and adopt an Ordinance to approve Rezoning Application ZON19-17 for a project titled “TREVINO AT GLEN LAKES” located at 5450 West Northern Avenue.
Background
Property Location and Size:  The property is located at the Northwest Corner of 55th Avenue and Northern Avenue and is approximately 42.8 acres in size.

Zoning and Land Use:  The applicant is requesting to rezone 42.8 acres from A-1 (Agricultural) to R1-6 PRD (Planned Residential Development) to develop a single family home subdivision and public park open space.   
 
Previous Related Council Action
In November of 2018, the City Council gave direction to close the Golf Course after a temporary 90-day period of operation.  On November 19, 2018, the City Council held a Special Workshop to hear public comment.  On December 11, 2018, the City Council issued a resolution R18-189 for the disposition and sale of Glen Lakes.
Community Benefit/Public Involvement
This request supports Envision Glendale 2040 General Plan by providing land uses that will allow the revitalization of a property that was costly to the city and that will enhance existing neighborhoods.  The request also provides connectivity through the introduction of a continuous walking path and public park for the use of surrounding neighborhoods.   
 
In accordance with State Law regarding Major General Plan Amendments, (State Statute 9-461.06), the Planning Commission is required to hold at least two public hearings.  The Planning Commission held three public hearings where they heard presentations on both the Major General Plan Amendment and Rezoning request.  Those hearings were held on: July 16, 2020; August 6, 2020; and August 20, 2020 where the public was invited to provide public testimony.  Prior to the public hearings, the public was invited to two public meetings in May and June of 2019 to provide input on the development of the site and two open houses in December of 2019 and January of 2020 for additional development information. 

On June 25, 2020 the request for the Rezoning was advertised in the Glendale Star.

On August 20, 2020 the Planning Commission recommended denial of ZON19-17.
