AUTHORIZATION TO ENTER INTO AMENDMENT NO. 3 TO THE PROFESSIONAL SERVICES AGREEMENT WITH BLACK & VEATCH CORPORATION FOR CONSTRUCTION ADMINISTRATION AND INSPECTION SERVICES FOR PROCESS IMPROVEMENTS (GMP3) AT THE CHOLLA WATER TREATMENT PLANT

Purpose and Recommended Action
This is a request for City Council to authorize the City Manager to enter into Amendment No. 3 to the Professional Services Agreement (C-9627) with Black & Veatch Corporation, (B&V) to perform additional Phase 3 construction administration and inspection services for GMP3 improvements at the Cholla Water Treatment Plant to increase the total compensation amount by an additional $691,972, for a total not to exceed amount of $4,661,438 for the entire term of the agreement and extend the agreement for a one-year period from January 1, 2021, through December 31, 2021.
Background
The Cholla Water Treatment Plant was built in 1978 to treat raw water from the Salt River Project via the Arizona Canal and is one of the City’s key facilities which provides reliable and safe drinking water to the community. The plant has a treatment capacity of 30 Million Gallons per Day and supplies water to over half of the City. 
 
The plant has undergone multiple expansion and modification projects over the years but, much of the original equipment is still in operation and approaching the end of its useful life. The plant improvement project provides proactive rehabilitation and replacement efforts to ensure continued compliance with existing regulations, and to enhance plant resiliency and redundancy.  Phase 1 of this project included water system condition assessment and recommendations for improvement and Phase 2 included design and construction administration of a portion of the recommended improvements. Phases 1 & 2 have been completed.  Phase 3 will include construction administration services for additional recommended improvements.





 
Analysis
The Phase 3 GMP3 construction administration and inspection services for the water treatment system improvements, replacement of influent channel and center launder at the pre-sedimentation basin; replacement of rake mechanism drives, associated platforms, rake assemblies; blasting and re-coating at the pre-sedimentation basin and final sedimentation basin; replacement of existing horizontal flocculators and installation of associated variable frequency drives; cathodic protection system improvements; and other miscellaneous improvements.  Construction services are expected to begin November 2020.
Previous Related Council Action
On June 11, 2019, Council authorized the City Manager to enter into Amendment No. 3 to the Professional Services Agreement with HDR for Phase IV construction administration and inspection services for the booster pump stations and administration building improvements at the Cholla Water Treatment Plant.
 
On October 23, 2018, Council authorized the City Manager to enter into a Construction Management at Risk Agreement with PCL for construction services for process and booster pump stations improvements (GMP2) at the Cholla Water Treatment Plant.
 
On June 26, 2018, Council authorized the City Manager to enter into Amendment No. 2 of the Professional Services Agreement with B&V for Phase 3 construction administration services for improvements at the Cholla Water Treatment Plant.
 
On April 24, 2018, Council authorized the City Manager to enter into a Construction Management at Risk Agreement with PCL for pre-construction services for process and booster pump stations improvements (GMP1) at the Cholla Water Treatment Plant.
 
On February 27, 2018, Council authorized the City Manager to enter into a Construction Management at Risk Agreement with PCL for pre-construction services for process and booster pump stations improvements at Cholla Water Treatment Plant.
 
On December 6, 2016, Council authorized the City Manager to amend the Professional Services Agreement with B&V for Phase 2 design services for the Cholla Water Treatment Plant Improvements.
 
On January 13, 2015, Council authorized the City Manager to enter into a Professional Services Agreement with B&V for process and equipment evaluation at the Cholla Water Treatment Plant. 
 
Community Benefit/Public Involvement
Benefits of the improvement project include maintaining the integrity and operation of the water treatment plant, enhancing the system reliability and resilience, minimizing service interruptions and ensuring continued compliance with regulatory requirements.

Budget and Financial Impacts:
Funding is available in the Water Services Department FY2020-21 Capital Improvement Plan (CIP) under the project Cholla Water Treatment Plant Improvements CIPWA61024. Since the 2016 assessment, additional rehabilitation has been identified. Expenditures beyond the fiscal year are contingent upon Council budget approval.  The following table shows the total budget for FY21:
