AUTHORIZATION TO ENTER INTO AMENDMENT NO. 4 TO THE PROFESSIONAL SERVICES AGREEMENT WITH HDR ENGINEERING, INC. FOR CONSTRUCTION ADMINISTRATION AND INSPECTION SERVICES FOR THE BOOSTER PUMP STATIONS AND ADMINISTRATION BUILDING IMPROVEMENTS (PHASE V) AT THE CHOLLA WATER TREATMENT PLANT

Purpose and Recommended Action
This is a request for City Council to authorize the City Manager to enter into Amendment No. 4 of the Professional Services Agreement (C-10224) with HDR Engineering, Inc. (HDR) for construction administration and inspection services for GMP3 Phase V improvements to the Administration Building at the Cholla Water Treatment Plant; and to increase the total compensation amount by an additional $319,394, for a total not to exceed amount of $1,740,253; for the entire term of the agreement and extend the agreement through March 31, 2022.
 
Background
The Cholla Water Treatment Plant (CWTP) was built in 1978 to treat raw water from the Salt River Project via the Arizona Canal and is one of the City’s key facilities which provides reliable and safe drinking water to the community.  The plant has a treatment capacity of 30 Million Gallons Per Day and supplies water to over half of the City.  As with all water treatment facilities, there is periodic need to assess and rehabilitate current treatment systems to ensure the infrastructure is reliable and in good working condition.  The project consists of an evaluation study (Phase I), design services (Phase II), construction services for booster pump stations (Phase III), and construction administration services for administration building roof and HVAC (Phase IV).  This amendment will include construction administration services for administration building improvements (Phase V).
 
Analysis
In 2016, a condition assessment on the administration building was performed by HDR and improvements were recommended. The assessment identified the administration building require various replacement and improvements. The City entered contracts to provide engineering design services for administration building improvements to ensure plant and system operation resilience, reliability, and redundancy.
 
This amendment is for services that will include construction administration and inspection services related to construction of the administration building improvements which include electrical, mechanical, control room upgrades, supervisory control and data acquisition (SCADA) and security system improvements, and interior architectural improvements.  Construction services are expected to begin November 2020.
 
Previous Related Council Action
On June 11, 2019, Council authorized the City Manager to enter into Amendment No. 3 to the Professional Services Agreement with HDR for Phase IV construction administration and inspection services for the booster pump stations and administration building improvements at the Cholla Water Treatment Plant.
 
On October 23, 2018, Council authorized the City Manager to enter into a Construction Manager at Risk Agreement with PCL Construction, Inc. (PCL) for process and booster pump stations improvements (GMP2) at the Cholla Water Treatment Plant.
 
On October 23, 2018, Council authorized the City Manager to enter into Amendment No. 2 to the Professional Services Agreement with HDR for Phase III construction and administration services for process and booster pump stations improvements at the Cholla Water Treatment Plant.
 
On April 24, 2018, Council authorized the City Manager to enter into a Construction Manager at Risk agreement with PCL for GMP 1 construction services for process and booster pump stations improvements (GMP1) at the Cholla Water Treatment Plant.
 
On February 27, 2018, Council authorized the City Manager to enter into a Construction Manager at Risk agreement with PCL for pre-construction services for process and booster pump stations improvements at the Cholla Water Treatment Plant.
 
On December 6, 2016, Council authorized the City Manager to enter into Amendment No. 1 to the Professional Services Agreement with HDR for Phase 2 design services for the booster pump stations and administration building improvements at the Cholla Water Treatment Plant.
 
August 25, 2015, Council authorized the City Manager to enter into a Professional Services Agreement with HDR and approve expenditure of funds for assessment of the booster pump stations and administration building at the Cholla Water Treatment Plant.
Community Benefit/Public Involvement
Benefits of the improvement project include maintaining the integrity and operation of the water treatment plant, enhancing the system reliability and resilience, minimizing service interruptions and ensuring continued compliance with regulatory requirements.

Funding is available in the Water Services Department FY2020-21 Capital Improvement Plan (CIP) under the project Cholla Water Treatment Plant Improvements CIPWA61024. Expenditures beyond the fiscal year are contingent on Council budget approval.  The following table shows the budget and for FY21:
