AUTHORIZATION TO APPROVE SCOPE CHANGES FOR A SERVICE AGREEMENT CONTRACT C18-0363 WITH AMERICAN RAMP COMPANY TO CONSTRUCT AN URBAN BIKE PARK AT FOOTHILLS PARK

Purpose and Recommended Action
This is a request for the City Council to authorize the City Manager to review and approve scope changes to the linking agreement C18-0363 with American Ramp Company (ARC) for the development of a bike pumptrack amenity at Foothills Park.
At their April 23, 2018 Council meeting, the City of Glendale City Council approved a linking agreement C18-0363 with American Ramp Company to construct an urban bike park at Foothills Park in an amount not to exceed $140,000. The agreement included the option to extend until April 14, 2022.
After the initial approval by the City Council, staff solicited public feedback on the construction of an urban bike park at Foothills Park. Based on the public feedback, staff worked with the contractor to adjust the scope and materials of the project .
If approved, changes would include adjusting the layout of the proposed bike amenity and changes to the types of materials used to construct the project. The original project included wood, metal and compacted dirt materials. To benefit a wider variety of uses, the contractor has recommended changing the course layout and using compacted dirt with an asphalt top.
The contractor has provided an updated materials list and course layout. These changes in scope are within the original approved amount of $140,000.

Community Benefit/Public Involvement
This project will provide an amenity at Foothills Park for a variety of urban bike and scooter uses that are currently not allowed at the Foothills SK8 Court.
