A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, SUPPORTING PAYMENT TO THE ARIZONA SUPER BOWL HOST COMMITTEE FOR TOURISM AND MARKETING EFFORTS IN SUPPORT OF SUPER BOWL LVII.

Purpose and Recommended Action
This is a request for City Council to waive reading beyond the title and adopt a resolution authorizing funding in the amount of $138,180 over three fiscal years in support of the Arizona Super Bowl Host Committee and Super Bowl LVII.
Background
The Arizona Super Bowl Host Committee is requesting that all Convention and Visitors Bureaus and destination marketing organizations in Maricopa County contribute funding in support of Super Bowl LVII. The Arizona Super Bowl Host Committee will invoice the Glendale Convention and Visitors Bureau in the amount of $138,180 to be paid in installments over three consecutive fiscal years beginning in Fiscal Year 2019. This payment will be made with funds from the Convention & Visitors Bureau Bed Tax Fund and the Maricopa County Proposition 302 funds that the Glendale Convention and Visitors Bureau receive for tourism promotion.
Analysis
This is a request for funding from the Convention & Visitors Bureau’s Bed Tax Fund and Prop 302 and will not impact the city's General Fund. In 1999, voters approved the Proposition 302 initiative, which includes funding to promote tourism in Maricopa County. Funding is derived over a 30-year period from a car rental surcharge and a 1% tax on hotels in Maricopa County. Each year, the Glendale Convention and Visitors Bureau submits a request to the Arizona Office of Tourism describing how the Proposition 302 funding shall be used and this item was included in the FY 2020 application submitted in this current fiscal year.
 
The formula utilized by the Arizona Super Bowl Host Committee to determine contributions is based on each participant's percentage of total gross room sales in 2018. For the Glendale Convention and Visitors Bureau, that amount is $138,180.
Previous Related Council Action
On March 27, 2018, City Council adopted Resolution No. R18-33 in support of the bid to host Super Bowl LVII 2023 at the State Farm Stadium in Glendale, Arizona and provided assurances in support of said bid.
Community Benefit/Public Involvement
The City of Glendale has agreed to participate as a regional partner with the Arizona Super Bowl Host Committee to execute a successful national event in our community.  This is in support of local, regional, and state objectives which are all aligned to enhance the economy, attract visitors, and increase commerce for all of Arizona.

Budget and Financial Impacts:
The funding for this expenditure is derived directly from the Convention & Visitors Bureau Bed Tax Fund and Maricopa County Proposition 302 funding received from the Arizona Office of Tourism.  The Bed Tax Fund will be used to pay $69,090 in FY19; the remainder of the payment will be paid out of Proposition 302 funding in FY20 and FY21, pending Council budget approval. There is no impact to the General Fund; payment to the Arizona Super Bowl Host Committee for Super Bowl LVII will not exceed $138,180.
