AUTHORIZATION TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH MAKPRO SERVICES, LLC  FOR THE STREETLIGHT POLE REHABILITATION AND REPLACEMENT PROGRAM

Purpose and Recommended Action

This is a request for City Council to authorize the City Manager to enter into a Professional Services Agreement with MakPro Services, LLC for public outreach services for the Streetlight Pole Rehabilitation and Replacement program, for an initial term of two (2) years; and to authorize the City Manager, at their discretion, to renew the agreement for one additional year in an amount not to exceed $69,900 over the entire term of the agreement including any extensions.

Background

The City of Glendale owns and maintains approximately 20,500 streetlights. Lights may be mounted on concrete foundations, utility poles, or have been recently installed with rust-preventing tape. Approximately 15,000 lights are mounted on steel poles embedded in the soil, and about 11,000 of these poles have been identified as needing rehabilitation. A citywide project to treat these poles with rust prevention material, or remove and replace them will begin in July 2019. This project will require community outreach to ensure adequate neighborhood and resident communication. The project is expected to last approximately 2 years.

Analysis

The Engineering Department selected MakPro Services, LLC, from its on-call consulting list.  In addition, MakPro Services, LLC, has participated in other large scale projects within the city, helping to provide public outreach and project meeting support, including the setup of 24 hour/7 days a week project hotline, and the preparation and distribution of public informational materials to businesses and residents.

Community Benefit/Public Involvement

Public information and outreach are a cost-effective method to ensure residents who will be impacted by streetlight maintenance work can anticipate the work and understand the process for completion.  The use of a public relations firm such as MakPro ensures that residents are informed of upcoming neighborhood work in an accurate and timely manner.
