AWARD OF RFP 19-46 AND AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH FLOURESCO SERVICES, LLC FOR THE STREETLIGHT POLE REHABILITATION AND REPLACEMENT PROJECT

Purpose and Recommended Action

This a request for City Council to award RFP 19-46 and authorize the City Manager to enter into a Services Agreement with Fluoresco Services, LLC for an initial term of two years; and to authorize the City Manager, at the City Manager's discrection, to extend the agreement an additional three years in one year increments; and to approve the expenditure of funds in an amount not to exceed $2,600,000 for the treatment and/or replacement of streetlight poles.

Background

The City of Glendale owns and maintains approximately 20,500 streetlights.  Lights may be mounted on concrete foundations, utility poles, or have been recently installed with rust-preventing tape. Approximately 15,000 lights are mounted on steel poles embedded in the soil and about 11,000 of these poles have been identified as needing rehabilitation or replacement.    

Analysis

The City’s Materials Management division issued a Request for Proposal (RFP) on April 11, 2019 to treat embedded streetlight poles with rust prevention material or remove and replace embedded streetlight poles as necessary.  Three responses to the RFP were received and evaluated by a team of staff which determined Fluoresco Services, LLC submitted the lowest responsive and responsible proposal. 

Previous Related Council Action

On January 23, 2018, City Council approved a contract with Fluoresco Services, LLC (C18-0069) for maintenance, repair, and installation of city street and area lighting for a one year period, subject to annual renewal for four additional years.

Community Benefit/Public Involvement

Residents take great interest in the performance of neighborhood streetlights.  Street lighting is critical to traffic and pedestrian safety and neighborhood visibility.  Continued maintenance and repair of city streetlights will meet residents’ expectations and provide for a safe transportation environment for travelers and visibility for neighborhood residents.

Budget and Financial Impacts:
Funding in the amount of $1,300,000 will be available in the Fiscal Year 2019-20 Capital Improvement Plan budget, pending Council budget approval.  Expenditures under this agreement are anticipated to occur over multiple fiscal years. Appropriation for future expenditures is contingent upon Council approval.  Total expenditures are not to exceed $2,600,000 for the entire term of this agreement.
