AUTHORIZATION TO ENTER INTO AMENDMENT NO. 3 TO THE PROFESSIONAL SERVICES AGREEMENT WITH HDR ENGINEERING, INC. FOR PHASE IV CONSTRUCTION ADMINISTRATION AND INSPECTION SERVICES FOR THE BOOSTER PUMP STATIONS AND ADMINISTRATION BUILDING IMPROVEMENTS AT THE CHOLLA WATER TREATMENT PLANT

Purpose and Recommended Action
This is a request for City Council to authorize the City Manager to enter into Amendment No. 3 of the Professional Services Agreement C-10224 with HDR Engineering, Inc. (HDR) for Phase IV construction administration and inspection services for the Booster Pump Stations and Administration Building Improvements at the Cholla Water Treatment Plant; to increase the total compensation amount by an additional $114,727, for a total Not to Exceed amount of $1,420,859 for the entire term of the agreement which expires December 31, 2020.
Background
The Cholla Water Treatment Plant (CWTP), which includes the booster pump stations and administration building, were built in 1978 and expanded in 1988. The plant provides potable water to Zones 1 and 2 of the City.  There are three booster pump stations that pump the water through the distribution system.  The Zone 2 station was built in 1972 and expanded in 1982.  Zone 1A was built in 1981 and upgraded 2000.  Zone 1B was constructed in 2000.
 
As with all water treatment facilities, there is periodic need to evaluate and rehabilitate current treatment systems to ensure the infrastructure is reliable and in good working condition.  The project consists of an evaluation study (phase 1), design services (phase 2) and construction services (phase 3). Phases 1 and 2 were completed in May 2018.
Analysis
From the November of 2014 Request for Proposal selection process, HDR was selected to perform an evaluation study of the processes and equipment condition at the CWTP booster pump stations and the various function areas within the administration building.
 
In 2016, a condition assessment on the booster stations and administration building was performed by HDR and improvements were recommended. The assessment identified the administration building roof and HVAC systems had reached the end of their useful life and require replacement. The City entered into contracts to provide engineering design services for booster station and administration building improvements to ensure plant and system operation resilience, reliability, and redundancy.
 
This amendment is for services including construction administration and inspection related to the removal of the existing roof and associated roof components, removal and replacement of current HVAC units and associated systems, installation of HVAC screening, new electrical conduit and wiring for mounted devices, as well as modification of roof drain overflow piping per project plans and specifications. Construction administration services for additional administration building improvements will be requested in a future contract amendment.
Previous Related Council Action
On October 23, 2018, Council approved Amendment No. 2 to the Professional Services Agreement with HDR for Phase 3 construction and administration services for process and booster pump station improvements at the Cholla Water Treatment Plant.
 
On April 24, 2018, Council approved a Construction Manager at Risk agreement with PCL Construction, Inc. for GMP 1 construction services for process and booster pump station improvements at the Cholla Water Treatment Plant.
 
On February 27, 2018, Council approved a Construction Manager at Risk agreement with PCL Construction, Inc. for pre-construction services for process and booster pump station improvements at the Cholla Water Treatment Plant.
 
On December 6, 2016, Council approved Amendment No. 1 to the Professional Services Agreement with HDR Engineering, Inc. for Phase 2 design services for the Booster Pump Stations and Administration Building Improvements at the Cholla Water Treatment Plant.
Community Benefit/Public Involvement
Benefits of the improvement project include maintaining the integrity and operation of the water treatment plant, minimizing service interruptions, and ensuring continued compliance with environmental regulations.

Budget and Financial Impacts:
Funding for this agreement is identified in the FY2019-2028 Capital Improvement Plan adopted June 13, 2017. The total project budget is estimated to be $34,397,440 during the 10 years, which includes carryover of unspent funds from FY2018-19. Expenditures under this agreement will occur over multiple fiscal years. Appropriation for the expenditures beyond the current fiscal year is contingent upon Council approval.
