AUTHORIZATION TO ENTER INTO AMENDMENT NO. 1 TO THE PROFESSIONAL SERVICES AGREEMENT WITH MAP STRATEGIES GROUP, LLC FOR CLASS A OFFICE ATTRACTION STRATEGY

Purpose and Recommended Action
This is a request for City Council to authorize the City Manager to enter into Amendment No. One to the Professional Services Agreement with MAP Strategies Group, LLC, ("MAP Strategies") Contract No. C18-1304, by increasing the expenditures $20,000 to a not to exceed amount of $65,000, for the Class A Office Attraction Strategy.
Background
Glendale has recently experienced rapid change in its office market. Of the five million square feet of office built in the city, 10% was absorbed in 2017 alone. Only one office space greater than 20,000 square feet currently remains vacant citywide.
 
With demand far exceeding existing building inventory, Glendale is ripe for the development of new ground-up, high-quality office buildings. Previous successful investments in office developments have created a significant development opportunity in order to continue to meet the rising demand, especially in the Glendale Sports and Entertainment District. Many prospective locates are searching for sites with contiguous office tenant space between 50,000 and 100,000 square feet, which is currently, non-existent in Glendale.
Analysis
The City entered into a Professional Services Agreement with MAP Strategies Group, LLC (C18-1304) on December 12, 2018, to provide strategies to assist the city’s objective of attracting Class A Office developers and end users to the Glendale community. The original agreement was administratively approved in the amount of $45,000. During the execution of the scope of work (exhibit B), staff requested additional deliverables and resources to capitalize on generated momentum which are in addition to the detailed compensation (exhibit D). Staff is seeking approval to increase compensation under this agreement by an additional $20,000 to complete strategy deliverables currently in motion, bringing the total not to exceed over the term to $65,000. Although the current agreement expires on December 31, 2019, the scope of work for contract C18-1304 will be completed by June 30, 2019.

Funding is available in the Fiscal Year 2018-19 Non-Departmental budget account.  The increase in expenditures with MAP Strategies Group, LLC for amendment No. 1 to contract C18-1304 is not to exceed $20,000 for a total contacted amount not to exceed $65,000.
