A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF AN INTERGOVERNMENTAL AGREEMENT WITH THE CITY OF PHOENIX (GRANT NO. AZ-2019-003-00 AND AZ-2019-014) FOR ACCEPTANCE AND EXPENDITURE OF PASS-THROUGH GRANT FUNDING FOR TRANSIT SERVICES.

Purpose and Recommended Action
This is a request for City Council to waive reading beyond the title and adopt a resolution authorizing the City Manager to enter into an Intergovernmental Agreement (IGA) with the City of Phoenix for acceptance of Federal Transit Administration (FTA) grant funds for transit services.
Background
The City of Phoenix is the designated recipient for all federal funds in this region.  This IGA with Phoenix will provide reimbursement toward capital purchases and operating expenses, thereby reducing Glendale’s cost for some operating expenses and eliminating the City’s obligation towards the capital purchases.  There are two grants contained within this IGA:  AZ-2019-003-00 and AZ-2019-014.  The total amount of federal funding for this IGA is $653,870 with a required local match of $173,719.  Of the required local match, $87,899 will come from regional Public Transportation Funds (PTF) funded through Proposition 400, which reduces the City’s local match to $85,820.
Analysis
Grant AZ-2019-014 will fund one Glendale Urban Shuttle (GUS) replacement bus, five Dial-A-Ride replacement buses, and provide preventive maintenance assistance to the transit fleet.  The purchase of buses is part of the fleet replacement program.  The total amount of federal funds in this grant is $591,370 with a local match of $111,219, of which, $87,899 will come from regional PTF funds.  The remaining $23,320 match for preventive maintenance will come from Transportation’s Glendale Onboard (GO) Program.

Grant AZ-2019-003-00 is a competitively awarded grant with a 50 percent match.  The total amount of federal funds available in this grant is $62,500 with a local match of $62,500.  This grant is funded through FTA’s Enhanced Mobility of Seniors & Individuals with Disabilities Program, which makes federal resources available to improve mobility for seniors and individuals with disabilities by removing barriers to transportation service and expanding mobility options.  This grant will offset the cost of operating the city’s Taxi Voucher Program which provides transportation to residents who receive repetitive medical treatments such as dialysis.  Glendale pays 75% (up to $15 plus gratuity) of the cost of the trip and the customer pays any amount exceeding the $15.

Community Benefit/Public Involvement
Transportation services and programs provide a benefit to Glendale residents and visitors.  These grant funds will provide operating assistance and improvements that will promote the continuation of quality and reliable services. Along with the continuation of these services, our fleet replacement program will proceed on schedule.

Budget and Financial Impacts:
The total cost for all projects associated with these grants is $827,589. Funding for the Glendale portion of the match is available in the FY 2019-20 Transportation Operating and Grant budgets, contingent upon Council budget approval.
