Purpose and Recommended Action |
This is a request for City Council to authorize the City Manager to enter into a construction contract with Combs Construction Company, Inc., in an amount not to exceed $12,431,360.08 for the reconstruction of Glendale Avenue from 99th Avenue to El Mirage Road. The construction amount includes the base bid of $11,861,183.80, plus the additional cost to upgrade the roadway section east of the New River bridge from an asphalt section to a concrete section. The estimated cost to change the section of Glendale Avenue between the New River bridge and the west side of 99th Avenue is $187,693.80, and the estimated cost to change the Glendale Avenue and 99th Avenue intersection inclusive of the north and south intersection approaches is $382,482,48. |
Background |
The Reconstruction of Glendale Avenue from 99th Avenue to El Mirage Road is a project adopted in the FY21 Capital Improvement Plan. The intent of the project is to reconstruct the pavement and improve the roadway to accommodate the heavy vehicles and traffic loads related to the residential, commercial, industrial, and other users of Glendale Avenue. |
Analysis |
The Engineering Department published a Notice to Contractors requesting bids for the Glendale Avenue Reconstruction from 99th Avenue to El Mirage Road (project 171833.2) on December 3 and 10, 2020. On January 13, 2021, six bids were received. Combs Construction Company, Inc. submitted the lowest responsive and most responsible bid in the amount of $11,861,183.80. Once the bids were received and reviewed, the cost to upgrade the asphalt section to a concrete section was deemed in the best interest of the city. Using the established unit prices from the bid schedule, Engineering staff worked with Combs Construction Company, Inc. to develop the cost to upgrade the roadway east of the New River bridge, including the Glendale Avenue and 99th Avenue intersection, from an asphalt section to a concrete section. The work to be completed under this agreement includes removal of pavement and aggregate base course, installation of cement treated base, aggregate base course and both asphalt and concrete pavement sections. This project also includes ADA upgrades and new sidewalks. Staff anticipates issuing a Notice to Proceed in March 2021.
At the February 9 , 2021 City Council Meeting, Council is also being requested to approve agreements for Kimley-Horn for Construction Administration services for reconstruction of Glendale Avenue and Engineering services for the design of the fiber optic communication line to serve the proposed lift station, and Speedie and Associates for Construction Materials Testing services for the reconstruction of Glendale Avenue. |

On January 12, 2021, Council authorized entering into Contract Amendment No. 2 with Kimley-Horn and Associates, Inc., in an amount not to exceed $28,530.20 to provide legal descriptions and exhibits required for the roadway reconstruction improvements and environmental services related to the water line and sewer forcemain portion of the Glendale Avenue Reconstruction project.
On June 23, 2020, Council authorized entering into Contract Amendment No. 1 of the Construction Manager at Risk Pre-Construction Services agreement with Haydon Building Corp., in an amount not to exceed $102,675, for additional potholing services related to the water line replacement and sewer forcemain installation portion of the Glendale Avenue Reconstruction project.

On September 24, 2019, Council authorized entering into a Professional Services Agreement with MakPro Services, LLC in an amount not to exceed $65,200 to provide communication and outreach services, for the Glendale Avenue Reconstruction project.
On April 23, 2019, Council authorized entering into a Construction Manager at Risk Pre-Construction Services agreement with Haydon Building Corp. in an amount not to exceed $135,968 for the Glendale Avenue Reconstruction project between 99th Avenue and El Mirage Road.
On April 23, 2019, Council authorized entering into a Professional Services Agreement with Kimley-Horn & Associates for the Glendale Avenue Reconstruction project in an amount not to exceed $805,185. The project included design services to develop construction drawings for the reconstruction of approximately 3.1 miles of pavement, replacement of existing ACP water line with DIP, and a new sewer forcemain to serve Luke AFB.
In August 2018, the city entered into a Professional Services Agreement with Kimley-Horn & Associates in an amount not to exceed $46,942 to provide preliminary design services to develop the scope of the Glendale Avenue Reconstruction project between 99th Avenue and El Mirage Road. |
