AUTHORIZATION TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH DICK & FRITSCHE DESIGN GROUP FOR THE CITY COURT BUILDING RENOVATIONS PROJECT

Purpose and Recommended Action |
This is a request for City Council to authorize the City Manager to enter into a Professional Services Agreement (PSA) with Dick & Fritsche Design Group (DFDG) to provide conceptual design and analysis services for the City Court Building, in an amount not to exceed $72,448, and to authorize the City Manager, at his discretion, to enter into one (1), one-year renewal. The initial term of the Agreement is effective for two (2) years. |
Background |
The city’s existing court building was built in 1991 and went through a major renovation in 2003. Since then there have been several smaller projects, but the facility is now in need of another major upgrade. The city’s needs have exceeded the function of the existing court building and now the facility requires additional space and system upgrades. A building assessment was performed in 2019. The assessment outlined needed improvements, which included safety needs, building utilization, functions and operations.
In the Spring of 2020, during the Fiscal Year 2021 budget process, staff presented to Council a project for “Public Safety Building Remodels”. This project included approximately $4,000,000 for City Court immediate needs. After staff presentation, Facilities and Court staff have implemented improvements to the building, including roofing repairs.
For transparency purposes, staff has requested a new CIP Account, CIPFC21053 – City Court Renovations, and has transferred $3,100,000 to fund this major remodel project. |
Analysis |
The Engineering Department advertised a Notice for Request for Proposals (RFP) for Project Number 192058, City Court Building Renovations - Architectural and Construction Administration Services, on September 16 and 23, 2020. Four firms responded to the RFP. A panel of six employees representing Courts, Field Operations, Engineering, and an independent architect reviewed the responses. Based on experience and qualification, Dick & Fritsche Design Group was selected by the panel to provide Architectural and Construction Administrative Services.
This PSA is for an initial study. DFDG will provide conceptual plans, including project phasing to ensure continuity of operations, as well as refined cost estimates for the work. This work is expected to take approximately eight weeks. Staff will return to Council in the Spring with an amendment for the full design.
The renovations under this project are expected to cost approximately $3,100,000. The remaining funding identified in the CIP will be for various other improvements to the facility including IT, furniture, roofing repairs, and glazing/ballistics proofing. |
