A RESOLUTION OF THE COUNCIL OF THE CITY OF GLENDALE, MARICOPA COUNTY, ARIZONA, AUTHORIZING AND DIRECTING THE ENTERING INTO OF AMENDMENT NO. 2 TO THE INTERGOVERNMENTAL AGREEMENT BETWEEN MARICOPA COUNTY ADMINISTERED BY ITS HUMAN SERVICES DEPARTMENT AND CITY OF GLENDALE FOR ADMINISTRATIVE REIMBURSEMENT UP TO $96,814.

Purpose and Recommended Action

This is a request for City Council to waive reading beyond the title and adopt a resolution authorizing the City Manager to enter into Amendment No. 2 to the Intergovernmental Agreement between Maricopa County administered by its Human Services Department and the City of Glendale for $96,814 to cover the cost of administering additional rent and utility assistance funding for Glendale residents. 

Background
On March 27, 2020, President Trump signed the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) which, among other things, provided a special allocation of funds to be used to prevent, prepare for, and respond to the Coronavirus (COVID-19) public health emergency.    Maricopa County is in receipt of CARES Act funding that it intends to allocate for a temporary rent/mortgage Financial Assistance Services program.  Although the Glendale Community Action Program (CAP) is not typically funded through Maricopa County, the County has included Glendale residents in the distribution model and entered into a contractual agreement for Glendale CAP to provide administrative services associated with these funds.
Analysis
In December, Maricopa County allocated additional funding for rent and utility assistance payments to address unmet needs in the service areas of their contracted agencies which included Glendale.  The amount set aside for Glendale to draw upon for our residents is $1,405,868 for rent and $484,458 for utilities.   The purpose of Amendment No. 2 is to extend the date of the city's agreement to allow for processing of additional requests and to provide additional administrative reimbursement up to $96,814. 
Previous Related Council Action
On October 27, 2020, City Council approved Amendment No.1 to administer utility assistance in conjunction with rent assistance applications.  

On June 23, 2020, City Council approved the original Intergovernmental Agreement to administer a rent assistance program. 
Community Benefit/Public Involvement
Participating in this Intergovernmental Agreement with Maricopa County provides additional support for Glendale residents experiencing a temporary rent/utility crisis as a result of the COVID-19 public health emergency.

Budget and Financial Impacts:
A transfer in the amount of $96,814 is requested from Miscellaneous Grant Contingency to set up a new grant fund to record the expenses and receive reimbursement from the County. Expenditures beyond the current fiscal year are contingent on Council budget approval.
