AWARD OF RFP 21-04 AND AUTHORIZATION TO ENTER INTO AN AGREEMENT WITH 22ND CENTURY TECHNOLOGIES, INC. FOR TEMPORARY WORKERS

Purpose and Recommended Action
This is a request for City Council to award RFP 21-04; authorize the City Manager to enter into an agreement with 22
Century Technologies, Inc. to provide temporary workers for the Field Operations Department for an initial term of one (1) year, and to authorize the City Manager to renew the agreement, at the City Manager’s discretion, for an additional four (4), one-year renewals, for a total not to exceed amount of $6,750,000 for the entire term of the Agreement.
The Field Operations Department utilizes temporary workers in a number of divisions primarily the Materials Recovery Facility (MRF). The average number of staff utilized daily at the MRF is 26, more may be used depending on commodity markets and operational needs. Temporary workers also provide the flexibility to cover short term vacancies or add labor during high trash volumes in bulk trash.
An RFP was advertised on July 9, 2020 to request proposals from qualified companies to provided temporary workers to City owned and operated Landfill, Materials Recovery Facility (MRF) as well as additional temporary staffing for the Field Operations Department. The City received three responses to the RFP. A three member evaluation panel determined that the proposal by 22
Century Technologies, Inc., offered the most responsible and responsive proposal and met the criteria and conditions set forth within the RFP. No protests were received.
Community Benefit/Public Involvement
This agreement provides a financial benefit to the community; the use of temporary workers for unskilled and semi-skilled labor allows the city to keep staffing expenditures low for solid waste and field operations type services.

Budget and Financial Impacts:
Funding is available in the fiscal year 2020-21 Contracted Labor budget. Expenditures with 22
Century Technologies, Inc. are not to exceed $6,750,000 for the entire term of the agreement. Expenditures in future fiscal years are contingent upon Council budget approval.
