Meeting Date: 08/17/2021   Item Title:    GP&L Lookout Substation Static VAR Design-Build Services Submitted By: Steve Martin Bid Number: 0445-21

Purchase Justification:

This request is for the design, procurement and construction of a Static VAR system at the Lookout Substation.  The system will include a static synchronous compensator with integrated control capabilities for GP&L’s two (2) switch capacitor banks at the substation.  An Optional Contingency is included for any additional services or materials that may be required.  This is part of the approved Lookout Substation Static VAR CIP project.

Evaluation:

A Design-Build construction delivery method was initiated in accordance with Purchasing procedures.  A Request for Qualifications (RFQ) was issued with three (3) responses received and evaluated based on the published criteria.  A subsequent Request for Proposals (RFP) was issued with two (2) responses received and evaluated based on the published criteria.  Siemens Energy, c/o Len T. Deloney, LLC, elected not to participate in the RFP.  Hitachi ABB Power Grids, c/o JH Davidson & Associates, LLC, received the highest evaluated score, offering the Best Value for the City.
