Limited Pedestrian Zones Ordinance

Summary of Request/Problem
At the May 6, 2019 Council Work Session, City Staff conducted a presentation to City Council on a limited pedestrian zone(s) ordinance. Over the past several years, Garland has experienced an increasing number of pedestrians stopping, standing and remaining in the intersections, medians, overpasses and viaducts of major intersections. The increase in pedestrians standing in the roadways and on the medians of these intersections has caused traffic congestion and creates a hazard to the pedestrians and motor vehicle traffic.
Recommendation/Action Requested and Justification
Staff recommends Council adopt an ordinance that will restrict pedestrians from stopping, standing or remaining in the roadway, median, overpasses and viaducts of certain major intersections. This ordinance will likely reduce the presence of pedestrians in those areas and result in increased safety and traffic flow.
