Item Title:    Abandonment of two Utility Easements in the proposed Alta Spring Creek subdivision

Summary of Request/Problem
In 2016 two utility easements, one fronting on Mansions Drive and one fronting on Naaman Forest Boulevard, were dedicated to the City of Garland in anticipation of future development of the proposed Alta Spring Creek subdivision. Now that the site is being developed, it has become apparent that the configuration of water and wastewater lines that will serve the development will not coincide with the existing utility easement locations. Therefore, the easements need to be abandoned to accommodate the apartment buildings that will be constructed as a part of the development.

In consideration, the developer will dedicate several larger utility easements to the City as a part of the Alta Spring Creek subdivision. The Engineering Department recommends abandoning the Utility Easements to the current property owner, Campbell 190 Partners, LLC.
 
This item was considered by the Council at the May 6, 2019 Work Session.
Recommendation/Action Requested and Justification
Approve a Resolution authorizing the Mayor to abandon the two existing Utility Easements and execute Abandonment Deeds Without Warranty to the current property owner, Campbell 190 Partners, LLC., in exchange for several larger utility easements to the City as part of the Alta Spring Creek subdivision..
