Item Title:    2018 Paving, Water, and Sewer Replacement Project, Phase I

Purchase Justification:

This request is to approve Change Order #4 for the reconstruction of Bosque Drive from Bringle Lane to Rivercrest Lane.  Because Northlake Elementary School is located on Bosque Drive, staff determined that construction should occur during the summer to minimize disruption to the school operations.  The Bosque Drive reconstruction was originally planned for Phase III of the program, but bidding the project would delay construction until summer 2020.  The project consists of removing and replacing the existing concrete pavement on Alta Oaks Drive (Guthrie Road to Cedar Elm Lane), Dove Meadow Drive (Guthrie Road to Field Knoll Drive), Emberwood Drive (Field Knoll Drive to Heatherbrook Drive), and Freeport Drive (Zion Road to 4806 Freeport Drive).  The project also includes replacement of the water and sanitary sewer mains in advance of the pavement replacement.

Evaluation:
The original bid was awarded to Tri-Con Services, Inc., in the amount of $2,800,000.00 at the August 21, 2018, City Council Meeting.  Three (3) subsequent Change Orders were executed totaling $19,108.00 which did not require City Council approval.  Tri-Con Services, Inc., has agreed to perform the additional work under our current contract pricing.
