Item Title:    Bottleneck Feasibility Study

Purchase Justification:
This request is to provide professional engineering services for a Feasibility Study of the first 19 intersections evaluated in the City of Garland Bottleneck Study, prepared by Kimley-Horn in April 2017.  The study includes preliminary design of the proposed intersection improvements with a focus on impacts to neighboring properties and businesses (right-of-way acquisitions) as well as major utilities, and will provide preliminary cost estimates.  The intersections have been selected based on benefit to cost ratios and must be on a bus route due to funding from DART.
Teague Nall and Perkins, Inc., was selected as the Most Qualified firm for this project from the short list of Engineers evaluated and ranked in RFQ 0212-19.
