Item Title: Project Supplemental Agreement with Dallas County for Holford Road (Segment B) from Naaman Forest Blvd to the PGBT

ISSUE

Consider whether to enter into a Project Supplemental Agreement (PSA) with Dallas County for the design and construction of Holford Road (Segment B) from Naaman Forest Blvd. to the President George Bush Turnpike (PGBT).

OPTIONS

A. Adopt a Resolution which authorizes the City Manager to execute the attached PSA with Dallas County.
B. Take no action.

RECOMMENDATION

Option A – Authorize the City Manager to execute the PSA with Dallas County. Unless otherwise directed by Council, this item will be scheduled for consideration at the December 15, 2020 Regular Session.

BACKGROUND

In 2012 the City executed a Master Agreement with Dallas County that provides general terms regarding funding availability, agency responsibilities, etc., for “partnering” on eligible Transportation Improvements on roads inside Dallas County. The Master Agreement is the contractual agreement for eventual specific projects. A (Project Specific Agreement) PSA is then required to finalize specific costs and project management. Generally, Dallas County provides a 50% share of all eligible paving and drainage costs.

The successful 2019 Bond Referendum includes funding for Holford Road (Segment A) from the PGBT to Creekwood Drive.

The PSA establishes a total cost of the project to be $2,920,000.00. The PSA also establishes fiduciary commitment of both the City and Dallas County being 50% or $1,460,000.00 each.

The final commitment share amounts are:

Dallas County $1,460,000.00 (50%)

City of Garland $1,460,000.00 (50%)

CONSIDERATION

1. Council action is required to authorize the City Manager to sign the PSA with Dallas County.
2. The PSA was reviewed by the City Attorney’s Office.
