In 2012 the City executed a Master Agreement with Dallas County that provides general terms regarding funding availability, agency responsibilities, etc., for “partnering” on eligible Transportation Improvements on roads inside Dallas County. The Master Agreement is the contractual agreement for eventual specific projects. A (Project Specific Agreement) PSA is then required to finalize specific costs and project management. Generally, Dallas County provides a 50% share of all eligible paving and drainage costs.
The successful 2019 Bond Referendum includes funding for Holford Road (Segment A) from the PGBT to Creekwood Drive.
The PSA establishes a total cost of the project to be $2,920,000.00. The PSA also establishes fiduciary commitment of both the City and Dallas County being 50% or $1,460,000.00 each.
The final commitment share amounts are:
Dallas County $1,460,000.00 (50%)
City of Garland $1,460,000.00 (50%)
