Interviews for Appointment to City Council, District 1
Summary of Request/Problem
David Gibbons resigned from the City Council on November 15, 2020. The Garland City Charter provides for an appointment to a vacancy on the City Council to be made by a super-majority vote of the remaining members of the City Council if the Governor does not authorize the calling of a special election to fill the vacancy after being petitioned by the City and a special election cannot be timely called within 120 days.
The Governor’s office has indicated that the Governor will decline to authorize the calling of a special election due to the difficulties that undertaking a special election could entail for the voters, but we have yet to receive formal confirmation of that indication. Nonetheless, it is prudent and appropriate to begin the process of making an appointment by conducting interviews of interested persons.
At Council's direction, an application form was created for persons who may be interested in accepting the interim appointment to the vacated seat. As of November 24, 2020, the following applications have been received from Dominic Arzon, Dorothy Brooks, Marvin "Tim" Campbell, James Dobbins, Ricky McNeal, Alberto Perez, Stephane Rovelo, Ivan Turngan, George Urbach, James VanDyke, Tracey Whitaker, and Angeles "Angie" Whitney.
Recommendation/Action Requested and Justification
Consistent with Council policy regarding the filling of vacancies on boards and commissions, Council is requested to interview applicants for the vacant District 1 council seat in preparation for making an apppointment to fill that vacancy.
