SUBJECT:
DISCUSSION/DECISION on approval of Resolution No. 20-1398, a Resolution of the Mayor and Council of the City of Douglas, Cochise County, Arizona, UPDATING VARIOUS JOB DESCRIPTIONS for Fire, Housing, Library, and Leisure Services; establishing severability of components.
EXECUTIVE SUMMARY:
For Mayor & Council’s consideration we have a packet of job description updates from some departments for approval based on the adopted FY 2019-20 Annual Budget for the City.  These changes reflect the alignment of the Budget.
BACKGROUND:
All departments have been asked to review their job descriptions to determine needed updates and let us know if this is an accurate reflection of the actual job duties performed. The following are the reasons for this request: 
  • Due to FY19-20 reorganizations, some job descriptions required updating certain sections to reflect their new reporting status/or duties.
  • We have changed the way we operate certain processes or the level of involvement we have in certain processes has changed. (i.e. Sales Tax Administration, Property Management, Automated Meter Reading project, Sanitation Automation)
  • Some job descriptions have not been updated since the 1990s and jobs have iterated and changed.
  • Duties outlined for limited staff (i.e. Lifeguard, Aide, EMT, Instructor, Facilitator) were very limited and staff needed to develop the job descriptions in more detail.   
DISCUSSION:
We received updates to some job descriptions and are working with departments to finalize the recommendations on all updates. As mentioned in the last council meeting, we are splitting the number of departments/divisions we will do each time. This month, we will have the changes submitted for Housing, Library, Leisure Services and one that was left out for Fire. Next month and the following, we will bring forward job description updates for Administration and Public Works.
 
Attached you will find the packet of job descriptions updates for this month. These are only job description revisions; there is no change in compensation being asked with these updates.
