DISCUSSION/DECISION on approval of Resolution 20-1396, a Resolution of the Mayor and Council of the City of Douglas, Cochise County, Arizona, APPROVING the City of Douglas DOWNTOWN DOUGLAS G AVENUE STREETSCAPE DESIGN.
Tonight's discussion brings forward the design guidelines in the historic Downtown District. The Design Guidelines in the attached documents are based on the 2012 adopted Downtown Revitalization Study and Plan, community and Planning & Zoning Commission input. Staff seeks approval to move this project forward as budgeted during the current fiscal year and possibly FY 2020-2021, if necessary to complete the project.
In 2010-11 the City commissioned a Downtown Revitalization Study and Plan that was adopted in 2012. While the plan was adopted, it was never funded until the current FY 2019-2020 budget. In an effort to ensure that the public preferences and vision from 2010-2012 were still valid, four outreach meetings were held in the fall of 2019 at various locations in and around downtown, culminating with the largest meeting at the Visitor Center on October 15, 2019. The Planning and Zoning Commission also reviewed the document on February 4, 2020.
Staff took the information from the public meetings, ranking design element preferences, and has created the attached draft design for approval by the City Council.
On January 8, 2020 the Mayor and Council approved one portion of the attached design, the realignment of parking. Now the rest of the document is ready for review and formal approval as part and parcel of the ongoing tourism, economic development, and local revitalization campaigns. This will also further the goal of promoting Douglas by developing a sense of identity and place for the downtown area, instilling community pride.
