Res. 20-1385, APS Utility Easement

DISCUSSION/DECISION on ratification and approval of RESOLUTION NO. 20-1385, a Resolution of the Mayor and Council of the City of Douglas, Cochise County, Arizona, Ratifying and Granting a UTILITY EASEMENT TO ARIZONA PUBLIC SERVICE COMPANY for INSTALLATION AND MAINTENANCE OF ELECTRIC LINES, together with appurtenant facilities and fixtures that will serve the DOUGLAS MUNICIPAL AIRPORT as part of parcel number 410-01-005 and authorizing the City Manager to executive all necessary documents.
APS is seeking a utility easement from the City at the Douglas Municipal Airport to run underground electrical from the existing electrical service to the improved pad locating the Southwest Valley Constructor trailers.
The City has an 18-month land lease with Southwest Valley Constructors (SWVC) at our Douglas Municipal Airport. SWVC is utilizing the space for their office trailers, as well as potentially for a batch plant that they may set up in the future. Currently, the office trailers are being powered by generators and have been working with APS to run electrical to their facilities.
APS is requesting this easement from the City to run the electrical tie in using underground pipe. The City made sure that existing taxiway and runway were not disturbed and that boring underground would be necessary to cross our taxiway.
These improvements will benefit the City in the long run after SWVC leave the area. This is a potential economic development site the City can market with power and water readily available.
The easement is necessary for APS to have access to their infrastructure and must use it according to the specifications of the easement. The City must also follow specs such as not placing any appurtenances in the future that could restrict access.
