DISCUSSION/DECISION on approval of RESOLUTION NO. 19-1384, a Resolution of the Mayor and Council of the City of Douglas, Cochise County, Arizona, AUTHORIZING AN IGA between Cochise County and Various other cities for continued participation in a COUNTY-WIDE TOURISM AND ECONOMIC DEVELOPMENT INITIATIVE to ensure consistency and regional economic development.
The Cochise County Tourism and Economic Council (CCTEC) is a multi-organizational, collaborative steering committee comprised of the city managers, of Benson, Bisbee, Douglas, Sierra Vista and Willcox along with the Cochise County Administrator.   Tombstone has determined to go on its own and is not participating in the newly formed CCTEC.  The new entity is staffed by marketing and communications experts from the County and Sierra Vista, with the goal of collaborating and pooling resources in an effort to attract tourism and economic development to Cochise County.
The Cochise County Tourism and Economic Council (CCTEC) is a revamp of the previously long-standing Cochise County Tourism Committee (CCTC), which was started by all the cities in Cochise County with County participation a number of years ago. The goal of the previous CCTC was to collaborate and pool resources to attract tourism to Cochise County under the “Land of Legends” brand. While that goal was a good one, it lacked a focus on broader economic development growth for the area, beyond just the financial benefits of tourism.
In addition to the pooling of staff, and expertise, the previous CCTC also included a pooling of financial resources, based on individual participating city/county population, to ensure there was funding to cover the cost of marketing, outreach and tourism efforts as well as a dedicated part-time position. Based on our population, he city of Douglas’ apportionment of this funding was $13,917 for the most recent fiscal year just concluded in June.
For smaller cities such as ours, collaboration can help to ensure a greater reach and greater possible outcomes. This collaboration represents just that for Douglas, leveraging our efforts and staffing resources. While the previous CCTC focused only on tourism, this newly revised group (CCTEC) will not only include an added focus on economic development efforts, but will now be comprised of the city managers and the County Administrator who will provide the necessary oversight and direction to ensure these efforts move forward in an effective manner.
This new effort, through the creation of a new market brand and, refreshed marketing efforts, seeks to capitalize not only on the region’s most attractive assets, to include it’s rich western history and historical designations, border and mining history, birding, spectacular mountain scenery, countless outdoor recreational possibilities, award-winning wine industry, and nationally recognized attractions, but also on its wealth of pro-growth and development opportunities, land availability, affordable commercial space, international trade and tourism opportunities. low cost of living, and an excellent quality of life.
As with most governmental collaborations, an Intergovernmental Agreement (IGA) is the most appropriate means of defining each entity's roles. As such, the IGA for this collaboration is included herein for review and consideration.

With the changes to the new CCTEC, there has been a change in the method of cost sharing, which has increased the cost for several of the cities. Several cities will see an increase as much as $5,000. The new cost for Douglas for this collaboration would be $15,000, which is an increase of $1,083.
