SUBJECT:
DISCUSSION/DECISION on approval of RESOLUTION NO. 19-1380, a resolution of the Mayor and Council of the City of Douglas, Cochise County, Arizona, APPROVING THE CITY OF DOUGLAS COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL ACTION PLAN with substantial amendment for Fiscal Year 2018. 
EXECUTIVE SUMMARY:
Staff requests the Mayor and Council’s approval of the CDBG Annual Action Plan with Substantial Amendment for FY 2018. 
 
BACKGROUND:
In August of 2014, The City of Douglas submitted a five-year strategic plan to the U.S. Department of Housing and Urban Development (HUD) for fiscal years 2015-2019. In addition to the five-year plan, HUD also requires that the City submits an annual plan for each of the five years, outlining the use of Entitlement funds for the coming year.
 
An Annual Plan was submitted to HUD for review and approval on August 16, 2018 and included a proposal to create a Community Center at the Armory in partnership with the National Guard; however, the proposed project (Community Center) has been deemed not feasible within the timeframe the City has to exhaust all of the funds. The funding cycle for the National Guard to enter into a partnership with the City of Douglas for a joint-use facility is 7 years out – Federal FY2026.
 
DISCUSSION:
Based on internal discussions with staff and public input from interested parties, the City is proposing to re-allocate FY2018 towards public facilities improvements at Veterans’ Memorial Park at 8th Street to include: shade for the all-inclusive playground area, a new swimming pool pump and LED lighting along pathways within the park.
 
A public hearing was held on November 6, 2019, and the attached report was made available for public review and comment on November 8, 2019 in order to allow for a 30-day comment period prior to today’s public hearing and Mayor and Council approval of the Annual Action Plan with Substantial Amendment.
