CRA Advisory Committee Minutes 

OF THE REGULAR MEETING OF THE FORT PIERCE CITY CRA ADVISORY COMMITTEE HELD ON WEDNESDAY, NOVEMBER 18, IN FORT PIERCE COMMISSION CHAMBERS, 100 NORTH US HIGHWAY 1, FORT PIERCE, FLORIDA.

3. APPROVAL OF MINUTES
  Motion was made by Al Johnson, and seconded by Carolyn Mann-Lurry

4. CHAIRMAN VIEWPOINTS
  Chairman Matthews made a few notes on how he would like the Committee to continue their focus on coming up with new ideas and suggestions as well as prioritizing Avenue D, Orange Avenue and US1.
             
5. OLD BUSINESS
             
a. Update on Means Court Community Input by Audria Moore-Wells
  Audria Moore-Wells updated the Committee on Means Court and confirmed they are now the official owners of Means Court School. Lincoln Park Mainstreet will relocate from the Jackie Caynon building to Means Court School. The Jackie Caynon building will be turned into a museum for the Highwaymen art. In January 2021 a request for proposal will be put out for the use of the building since there is a lot of interest for the building. 
             
b. Priority Corridor Improvements - Avenue D, Orange Avenue, US1
  Avenue D will be receiving some much needed revitalization. It will receive repaving, concrete pavers, Royal Palm or Royal Poincianas, street furnishings, signs and color palette. Ellen Mancini suggested some pops of color especially from the youth. It was suggested to invite Code enforcement to the next meeting to receive information on code issues throughout the FPRA.
             
6. NEW BUSINESS
             
a. Presentation by Freebee for micro-mobility transportation services
  Jason Spiegel and Harry Gottlieb presented on what the Freebee Program is about and how it would be beneficial to the City of Fort Pierce. 
  Motion was made by Al Johnson, and seconded by Sabrina Taylor to move forward with presenting the Freebee Program to the FPRA.

b. Redevelopment Incentives
  Shyanne Harnage provided an overview of the previously approved FPRA Redevelopment Incentive Program including Commercial Façade Grants, Commercial Interior Improvement Grants, Small Business Grants and Event Sponsorship Grants. The program was never officially launched due to the reallocation of funds to support COVID-relief grants. With the reimbursement of CARES Act funding, the CRA Advisory Committee can now explore recommending to relaunch this program or determining other incentives including residential to entice redevelopment throughout the FPRA. FPRA's Business Recruitment Consultant, Colliers International, is producing a Business Recruitment Strategy that will include suggested incentives. This information will be provided to the CRA Advisory Committee in early 2021 for evaluation and recommendation.
             
c. CRA Advisory Committee Bylaws Review and Recommendation for Adjustment
  Chairman Matthews requested to have changes made to the CRA Advisory Bylaws. He requested that number three(3) be taken out as well as the second line on number four(4). The Committee will also elect in January, instead of June.

d. Fort Pierce Infrastructure Surtax Projects
  The Fort Pierce Infrastructure Surtax 3rd Quarter Report was provided to the CRA Advisory Committee per their request for information on the half-cent sales tax projects occurring within the FPRA Boundaries.
