Minutes
             
1. ROLL CALL
Present: Mayor Alexis Hermosillo (via phone); Vice Mayor Roy Delgado (via phone); Councilmember Monica Dorcey (via phone); Councilmember Anita Norton (via phone); Councilmember David Shapera (via phone); Councilmember Donna Winston (via phone)
             
2. CALL TO ORDER - The meeting was held telephonically and called to order at 6:01 pm.

3. CALL TO THE PUBLIC

Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City Council as a whole. At the conclusion of the Call to the Public, individual City Council Members may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up on the matter, and/or (3) direct that the matter be put on a future agenda.

No public comment cards were received.
             
4. CONSENT AGENDA

All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted on separately.
             
1. Consideration and action to approve the minutes of the Regular Council meeting held telephonically on Tuesday, April 7, 2020. (City Clerk)
             
2. Consideration and action to approve a contract with Fishel Company to complete work as part of the pavement management program (CIP #62052) in an amount not to exceed $42,000. (Public Works)
             
3. Consideration and action to approve Engagement and Retainer agreement with Ryan Rapp Underwood and Pacheco, P.L.C. in an amount not to exceed $10,000 per fiscal year.  (Human Resources)
             
4. Consideration and action to approve service agreement with 1582, LLC in an amount not to exceed $50,000 annually.  (Human Resources)
             
5. Consideration and action to approve Resolution R20-04-03 authorizing the City to submit an application to the Arizona Department of Emergency and Military Affairs (AZDEMA) for COVID-19 Disaster Recovery funds, execute subsequent award agreements and authorize Finance to make necessary budget transfers.  (Grants)
             
6. Consideration and action to authorize the City Manager to enter into a Joint Agency Agreement (JAA) with Maricopa Association of Governments (MAG) setting forth the terms and conditions for the City's Flashing Yellow Arrow project. (Community Development)
             
7. Consideration and action to authorize the City Manager to enter into a multi-year contract with ClearGov Inc. for budget software in an amount not to exceed $20,000 for fiscal year 2020.  (Finance)
             
8. Consideration and action to enter into an Intergovernmental Agreement (IGA) between the Arizona Fire & Medical Authority and the El Mirage Fire Department for the use of personnel. (Fire)
             
9. Consideration and action to adopt Resolution R20-04-04 approving the Arizona Mutual Aid Compact to allow mutual aid in times of emergency.  (Fire)
  Vice Mayor Delgado moved to approve Consent Agenda Items 1 through 9 as presented; seconded by Councilmember Shapera.  Roll Call vote taken.
  Vote: 6 - 0 Passed - Unanimously

6. CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS

The City Council may not act upon any matter in the City Manager's summary but may have general comment or questions.

City Manager Dyches reported budget books would be distributed tomorrow, and requested Council notify staff if they'd prefer to pick up the books, or have them delivered to their homes. The City Budget Work Session was set for May 4, 2020, in Council Chambers, social distancing and technologies will be in place to adhere to CDC guidelines under the current COVID-19 response.
             
7. MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS

The Mayor and City Council may not discuss or act upon any matter in the summary unless the specific matter is properly noticed for legal action.

Vice Mayor Delgado expressed his gratitude to the City Manager and Staff for ensuring the message board signs displayed the current COVID-19 testing location within the City.

Councilmember Dorcey asked if anything was in the works to allow meetings to be conducted with speakers being seen rather than audio only; it would be a plus if it was a possibility and cost effective. City Manager Dyches responded if Council would prefer a web based camera meeting then Staff would reach out to IT. Mayor Hermosillo stated the City would look into this option.

Councilmember Norton expressed her appreciation to the Mayor, the City Manager, and to Amber Wakeman for providing resource information such as helplines for child abuse and domestic violence help.
             
8. ADJOURNMENT - The meeting was adjourned at 6:11 pm.
