1. ROLL CALL
Present: Mayor Alexis Hermosillo (via phone); Vice Mayor Roy Delgado (via phone); Councilmember Monica Dorcey (via phone); Councilmember Anita Norton (via phone); Councilmember David Shapera (via phone); Councilmember Donna Winston (via phone)
             
2. CALL TO ORDER - The meeting was held telephonically and called to order at 6:00 pm.
             
3. CONSENT AGENDA

All items listed under the Consent Agenda wil be voted on with one motion. If discussion is desired regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted on separately.
             
1. Consideration and action to approve the minutes of the Regular Council meeting held Tuesday, March 3, 2020. (City Clerk)
             
2. Consideration and action to adopt a notice of intent to change certain fees which could include adding, deleting, increasing or decreasing fees not sooner than 60 days from the date of posting the notice pursuant to A.R.S. Section § 9-499.15. (Finance)
             
3. Consideration and action to approve The Work Number Addendum to Justifacts Credential Verification, Inc. Service Agreement.  (Human Resources)
             
4. Consideration and action to reappoint Nancy Persichilli to the Public Safety Personnel Retirement System (PSPRS) Local Boards of the Fire and Police Departments through February 2024.  (Human Resources)
             
5. Consideration and action to approve a contract with The Fishel Company to make repairs to Cottonwood Well Site in an amount not to exceed $50,000. (Public Works)
             
6. Consideration and action to approve a contract with Wood Engineering to provide preliminary wastewater facility study in an amount not to exceed $29,980. (Public Works)
             
7. Consideration and action to authorize the City Manager to enter into a Professional Services Contract with Kimley-Horn and Associates to provide traffic engineering services to prepare a multi-way stop sign warrant analysis for the intersection of 127th Avenue and Desert Cove Road in the amount of $5,800.  (Community Development)
             
8. Consideration and action to approve a Uniform Video Service License Agreement with Cox Communications Arizona, LLC.  (Community Development)
             
9. Consideration and action to renew real estate contract with Phoenix West Commercial; the contract ends in November 2020.  (Economic Development)
             
10. Consideration and action to approve contract renewal with Greater Phoenix Economic Council (GPEC) for FY 2020 with annual dues not to exceed $16,793. (Economic Development)

Consideration and action to rescind the approval of amended Consent Agenda 5.2 which became Regular Agenda 6.2 at the March 3, 2020 Council Meeting and approve the previously submitted City of El Mirage Classification and Compensation Schedule, effective April 9, 2020.  (Councilmember Shapera and Vice Mayor Delgado).
             
12. Consideration and action to approve R20-03-02 adopting the Memorandum of Understanding (MOU) between the City of El Mirage (COEM) and El Mirage Fire Fighters Association (EMFFA), Chapter of Northwest Firefighters Local 4361 for he period July 1, 2020 through June 30, 2024.  (Administration)
             
13. Consideration and action to ratify the Proclamation of the Mayor of the City of El Mirage Declaring a Local Emergency to Address COVID-19 dated March 17, 2020.  (Mayor)
  Vice Mayor Delgado moved to approve Consent Agenda Items 1 through 13 as presented; seconded by Councilmember Shapera.
  Vote: 6 - 0 Passed - Unanimously
             
5. CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS

The City Council may not act upon any matter in the City Manager's summary but may have general comment or questions.

City Manager Dyches acknowledged the City's productive work week and stated a report would be provided early next week to identify department activities to meet essential services such as development and permitting. The City Manager's report would be sent out the following day.
             
6. MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS

The Mayor and City Council may not discuss or act upon any matter in the summary unless the specific matter is properly noticed for legal action.

Councilmember Norton expressed her gratitude to the Mayor, City Manager, and staff for their proactive responsiveness to the COVID-19 pandemic. Councilmember Winston echoed Councilmember Norton's comment and added her gratitude toward the City's Fire Department for their actions during a call to her house for her son.

Mayor Hermosillo voiced her appreciation for measures staff has taken to ensure continued services be provided to the City's residents while adhering to safe protocols during this pandemic and Council's support in taking this matter seriously. She stated the City has daily contact with the Governor's office for the latest updates regarding COVID-19.
She further reported on her trip to Washington, DC attending the National League of Cities and Towns Annual Conference. She had conversations with the Arizona delegation, US Senators, and Congress. The City of El Mirage's development was discussed (Transportation, Commerce, Northern Parkway) as well as future needs. She identified concerns regarding the Census (reclassification of Urban areas) and firefighting foam agents utilized at airports and military installations. She stated that overall it was a very successful trip.
             
7. ADJOURNMENT - The meeting was adjourned at 6:12 pm.
