Minutes
             
1. ROLL CALL
Present: Mayor Alexis Hermosillo; Vice Mayor Roy Delgado; Councilmember Monica Dorcey; Councilmember Anita Norton; Councilmember Kallimayor Richards; Councilmember David Shapera; Councilmember Donna Winston
             
2. CALL TO ORDER - The meeting was held online and publicly with limited access; called to order at 6:00 pm.

3. PROCLAMATION
             
1. To proclaim October 4-10, 2020 as Fire Prevention Week in the City of El Mirage. (Fire)

Interim Fire Chief Chris Richardson presented the Proclamation, declaring the week of October 4-10, 2020 as Fire Prevention Week.  The 2020 Fire Prevention Week theme, "Serve Up Fire Safety in the Kitchen!" effectively serves to remind residents to stay alert and use caution when cooking to reduce the risk of kitchen fires. Cooking is the leading cause of home fires and two of every five home fires start in the kitchen with thirty-one percent of these fires resulting from unattended cooking.  Residents should stay in the kitchen when frying food on the stovetop, keep a three foot kid-free zone around cooking areas, and keep anything that can catch fire away from stove tops.

Mayor Hermosillo proclaimed the week of October 4-10, 2020 as Fire Prevention Week.
             
4. CALL TO THE PUBLIC

Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City Council as a whole. At the conclusion of the Call to the Public, individual City Council Members may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up on the matter, and/or (3) direct that the matter be put on a future agenda.

No public comments were received.
             
5. CONSENT AGENDA

All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted on separately.
             
1. Consideration and action to approve the minutes of the Regular Council meeting held Thursday, September 10, 2020. (City Clerk)
             
2. Consideration and action to extend the BizConnectPro contract in an amount not to exceed $35,000 annually as permitted in the current contract.
             
3. Consideration and action to approve the destruction of municipal documents that have reached the end of their retention period as authorized under A.R.S. §41-151.19. (Police Department)
             
4. Consideration and action to authorize the City Manager to order 508 acre feet (AF) of Central Arizona Project (CAP) sub-contract water and pay the associated delivery and recharge fees in the amount of $115,000.  (Public Works) 
             
6. Consideration and action to approve renewal of the Pierce Coleman PLLC Flat Fee Agreement with adjustments to align the contract with the City's fiscal year by approving $108,000 for the remainder of FY 2020/21 ending June 30, 2021 and $180,000 for FY 2021/22.  (Administration)
             
7. Consideration and action to approve an agreement with Logic Compensation Group, LLC for a classification and compensation study, in an amount not to exceed $65,450.  (Human Resources)
  Vice Mayor Delgado moved to approve Consent Agenda Items 5.1 through 5.4, and 5.6 (there is no agenda item 5.5) and to remove and table Agenda Item 5.7 for consideration at the October 6, 2020, Council meeting following the Work Session; Seconded by Councilmember Shapera.
  Vote: 7 - 0 Passed - Unanimously
             
6. REGULAR AGENDA
             
7. CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS

The City Council may not act upon any matter in the City Manager's summary but may have general comment or questions.

City Manager Dyches had no comments.
             
8. MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS

The Mayor and City Council may not discuss or act upon any matter in the summary unless the specific matter is properly noticed for legal action.

Vice Mayor Delgado provided updates for potential fiscal year 2021 CDBG City of El Mirage projects.

Councilmember Winston stated she has received comments from residents regarding concerns that the City's water in her neighborhood has a sewage smell and requested the City Manager reach out to staff to investigate.

Mayor Hermosillo acknowledged and read aloud Governor Ducey's Proclamation recognizing Hispanic Heritage Month (September 15 - October 15, 2020) noting the significant contributions of the State's dynamic Hispanic community.
             
9. ADJOURNMENT - The meeting was adjourned at 6:10 pm.
