1. ROLL CALL
Present: Mayor Alexis Hermosillo; Vice Mayor Roy Delgado; Councilmember Monica Dorcey; Councilmember Anita Norton (via phone); Councilmember Kallimayor Richards; Councilmember David Shapera; Councilmember Donna Winston
             
2. CALL TO ORDER - The meeting was held online and publicly with limited access; called to order at 6:00 pm.

3. PRESENTATIONS
             
1. Administering the Oath of Office and for newly appointed Planning & Zoning Commissioner Mariane Anderson whose term begins July 1, 2020.  (City Clerk)

City Clerk Antes gave the Oath of Office to newly appointed Planning & Zoning Commissioner Mariane Anderson.
             
4. CALL TO THE PUBLIC

Citizens desiring to speak on any issue within the jurisdiction of the public body may do so at this time. Comments shall be limited to three (3) minutes per person and shall be addressed to the City Council as a whole. At the conclusion of the Call to the Public, individual City Council Members may (1) respond to criticism made by those who have spoken, (2) direct staff to review or follow up on the matter, and/or (3) direct that the matter be put on a future agenda.

There were no public comments.
             
5. CONSENT AGENDA

All items listed under the Consent Agenda will be voted on with one motion. If discussion is desired regarding any Consent Agenda Item, that item will be removed from the Consent Agenda and voted on separately.
             
1. Consideration and action to approve the minutes of the Work Session and the Regular Council meeting held Tuesday, June 16, 2020. (City Clerk)
             
2. Consideration and action to renew Governmentjob.com, Inc. (dba "NEOGOV") Software-as-a-Service (SaaS) Agreement for their performance employee evaluations software subscription in an amount not to exceed $9,000 annually. (Human Resources)
             
3. Consideration and action to approve service agreement with Governmentjobs.com, Inc. (DBA “NEOGOV”) Software-as-a-Service (SaaS) Agreement for the Insight job posting and application processing software subscription in an amount not to exceed $6,000 annually.  (Human Resources)
             
4. Consideration and action to approve resolution R 20-07-12 designating Deputy City Manager/Finance Director Robert Nilles as the City of El Mirage Chief Fiscal Officer for FY 20 as required by Arizona Revised Statutes §41-1279.07(E).  (Finance)
             
5. Consideration and action to approve resolution R 20-07-13 designating Deputy City Manager/Finance Director Robert Nilles as the City of El Mirage Chief Fiscal Officer for FY 21 as required by Arizona Revised Statutes §41-1279.07(E).  (Finance)
             
6. Consideration and action to direct the Mayor and City Manager to execute loan agreements with the Water Infrastructure Finance Authority (WIFA) and declaring an emergency.  (Finance)
             
7. Consideration and action to authorize the Mayor to execute a video service license agreement with Cox.  (Finance)
             
8. Consideration and action to authorize the City Manager to enter into a Professional Services Contract with EPS Group, Inc. to prepare design plans for the implementation of flashing yellow arrows at 10 intersections in an amount not to exceed $32,490. (Activity No. 62112) (Community Development)
             
9. Consideration and action to accept the transfer of right of ways and easements that were acquired by Maricopa County during the design and construction of El Mirage Road.  (Community Development)
             
10. Consideration and action to approve a Final Plat submitted by NexMetro Development, LLC for a Multi-Family Development located at 11755 West Thompson Ranch Road, El Mirage, Arizona 85335.  (Community Development)  
             
11. Consideration and action to authorize the purchase and installation of office furniture, in accordance with Phase I of the City Hall Tenant Improvement project, from Corporate Interior Systems utilizing the State of Arizona's Cooperative Contract ADSPO18-211720 Furniture, Products & Services, in an amount not to exceed $22,705.03. (Activity No. 62110) (Community Development)
             
12. Consideration and action to authorize the City Manager to amend the Professional Services Contract with Michael Baker International for the completion of the revisions to the El Mirage Title XV: Zoning Code; Land Usage Volume 2 (Chapters 150 through 155) in an amount not to exceed $45,056.  (Community Development)
             
13. Consideration and action to approve a contract for the Student Resource Officer (SRO) with the Dysart School District for the 2020/2021 school year. (Police)
             
14. Consideration and action to apply for and accept funds, if awarded, for Police Safety Equipment Funding, Attorney General's Office in an approximate amount of $27,000 to support the El Mirage Police Department's purchase of police safety equipment and authorize Finance to make necessary budget transfers. (Grants/Police)
             
15. Consideration and action to request and accept funds, if awarded, for a FY2021 Safe Routes to School (SRTS) Support Activity grant from the Maricopa Association of Government (MAG) in an approximate amount of $50,000 to install two sets of two speed radar light signs and upgrades at identified school crossings and authorize Finance to make necessary budget transfers. (Grants/Community Development)
  Vice Mayor Delgado moved to approve Consent Agenda Items 1 through 15 as presented; seconded by Councilmember Shapera.
  Vote: 7 - 0 Passed - Unanimously
             
6. REGULAR AGENDA
             
1. Consideration and action to approve Resolution R20-07-15 placing the City's General Plan update on the November 3, 2020 General Election ballot for residents' ratification.  (City Clerk)

There were no questions or comments.
  Vice Mayor Delgado moved to approve Resolution R20-07-15 placing the City's General Plan update on the November 3, 2020 General Election ballot for residents' ratification; seconded by Councilmember Shapera.
  Vote: 7 - 0 Passed - Unanimously
             
7. CITY MANAGER'S COMMENTS & SUMMARY OF CURRENT EVENTS

The City Council may not act upon any matter in the City Manager's summary but may have general comment or questions.

City Manager Dyches announced her acceptance of Fire Chief Christopher DeChant's resignation. She stated a press release was scheduled for Thursday, July 9, 2020. Assistant Fire Chief Chris Richardson would act as the Interim Fire Chief until such time as a permanent individual could be hired.
             
8. MAYOR'S COMMENTS and COUNCIL SUMMARY OF CURRENT EVENTS

The Mayor and City Council may not discuss or act upon any matter in the summary unless the specific matter is properly noticed for legal action.

Vice Mayor Delgado expressed his gratitude to the Mayor and City staff for the COVID19 "Mask-Up" campaign.

Councilmember Shapera expressed his appreciation to the El Mirage Police Department for their outstanding work and fast action to resolve a double homicide investigation.

Councilmember Winston expressed her appreciation to the community in stepping up to assist with a local wedding.
             
9. EXECUTIVE SESSION
             
1. Consideration and action to convene into Executive Session, pursuant to A.R.S. § 38-431.03.A.1., for a scheduled performance evaluation of the City Manager. (Council)
  Vice Mayor Delgado moved to convene into Executive Session, pursuant to A.R.S. $ 38-431.03.A.1., for a scheduled performance evaluation of the City Manager; seconded by Councilmember Shapera at 6:11 pm.
  Vote: 7 - 0 Passed - Unanimously
             
10. ADJOURNMENT - The meeting was adjourned at 7:13 pm.
