As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be convened into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney on any agenda item listed herein. 

Due to the COVID-19 (coronavirus) state of emergency and consistent with the Governor's Orders, this City Council Meeting will be held via video-conference.  The City Council will participate remotely via video-conference.  The facility will not be open to the public. 1.   Consider a Resolution to award Depository Bank Services to Plains Capital Bank, and authorizing the City Manager to execute the required agreements and documents for an initial two (2) year term, with three (3), one (1) year extension options. Click to View
 
2.   Consider authorizing the City Manager to execute a construction services contract with Pecos Construction, LLC in the amount of $239,294 (construction and contingency) for the Library Restroom Renovation Project. Click to View
 
3.   Consider authorizing the City Manager to negotiate and execute a purchase and sale agreement with DeSoto Economic Development Corporation for the sale of City-owned property located at 104 W. Pleasant Run Road for the development of a quick-service restaurant: Smoothie King. Click to View
 
4.   Consider an Economic Development Incentive Agreement with Sretsam, LLC in the amount of $140,000. Click to View
 
5.   Consider authorizing the City Manager to execute a five-year contract with Axon Enterprise, Inc. to purchase eighty (80) Body Worn Cameras for the Police Department in the amount of $560,819.40 and approval of a budget amendment in the amount of $161,459.40 to cover purchase of cameras, hardware and the first year of annual maintenance cost for FY2020; and $99,840 for maintenance cost for the remaining four (4) years; FY2021-FY2024. 6.   Consider a Resolution amending Resolution 19-11 that was passed and approved on June 4, 2019; in accordance with Article II, Section 11, of the City Charter, by adopting amended Rules and Procedures for the City Council. Click to View
 
7.   Consider authorizing the City Manager to expend an additional $50,000 for contractual temporary employment services from the Hire Solution in an amount not to exceed $100,000. Click to View
 
8.   Consider authorizing the City Manager to submit CARES Act funding requests to Dallas County to support COVID-19 relief programs in the areas of resident assistance, business assistance, testing assistance, food assistance, distance learning technology assistance, and COVID-19 related costs incurred by the City of DeSoto. DeSoto City Council Meeting are broadcast live in their entirety on DeSoto's City Website www.desototexas.gov Government Access Channel 16 available to Time Warner subscribers on the first and third Tuesday of each month at 7:00 p.m.  A taped broadcast is aired each day on Channel 16 at 10:00 a.m., 2:00 p.m., 7:00 p.m., and 11:00 p.m. following the live broadcast.  Question regarding the broadcast schedules should be directed to Kathy Jones, Community relations Manager, at 972-230-9648. These taped broadcasts are also available to view on the City's website (www.desototexas.gov ) at your convenience.
