Consider an Ordinance to adoption the 2018 International Energy Code with the North Texas Council of Governments amendments.
The International Code Council (ICC) was established in 1994 as a nonprofit organization dedicated to developing a single set of comprehensive and coordination national model construction codes. The founders of the ICC are Building Official and Code Administrators International, Inc. (BOCA), International Conference of Building Officials (ICBO), and Southern Building Code Congress International, Inc. (SBCCI)

There were substantial advantages in combining the efforts of the existing code organizations to produce a single set of codes. Code enforcement officials, architects, engineers, designers and contractors can now work with a consistent set of requirements throughout the United States. Manufacturers can put their efforts into research and development rather than designing to three different sets of standards, and can focus on being more competitive in worldwide markets. Uniform education and certification programs can be used internationally. At the local level, the uniform adoption is creating consistent code enforcement and higher quality construction.

The amendment package to the 2018 I-Codes was developed by North Central Texas Council of Governments (NCTCOG) Building Codes Sub-committees and approval by NCTCOG Regional Codes Coordinating and Board of Directors. 
The 2018 International Building Codes were adopted by City Council on March 19, 2019; the International Energy Code was inadvertently omitted at the time of adoption. The proposed adoption will update the adopted International Building Codes to include the Energy Code.  Building Inspections staff reviewed and discussed the proposed 2018 International Code changes with various builders and contractors. All parties were given an opportunity to review the International Codes and amendments and recommended the proposed adoption of the 2018 I-Codes, with NCTCOG amendments, as presented.

With the adoption of the 2018 I-Codes and regional amendments, the City Council will have provided the most current building construction codes available for our community.                 
The adoption would not have any financial impact to the City of DeSoto. 
Staff recommends Council approve an Ordinance to adopt the 2018 International Energy Codes to include all appendices or appendixes with regional NCTCOG amendments, as presented.
