AGENDA ITEM:
Consider Zoning Case Z-1383-18; an amendment to PD-147 to allow Solar Turbine to use Aluminum Composite Material (ACM) on the facades of existing and future buildings within their property; and adopting Ordinance. This property is located at 215 Centre Park Boulevard, which is north of Centre Park Boulevard, and east of Kestrel Avenue; consisting of one (1) lot and containing approximately seventeen (17) acres. Applicant: Trey Taylor; Property owner: Solar Turbine.
SUMMARY:
Solar Turbine is requesting an amendment to PD-147 to permit the use of Aluminum Composite Material (ACM) as an exterior material for up to 75% of all elevations involving renovations and expansions to existing buildings, as well as future buildings constructed on their property.

The property in question is currently zoned Planned Development-147 (PD-147), which has a base zoning of Light Industrial (LI). The properties to the west, north and east consist of Light Industrial zoning.  To the south of Centre Park
Boulevard, is Planned Development-139 (PD-139) which allows office, retail, commercial and industrial uses.

As seen on the Aerial Photo, the property in question consists of two (2) buildings owned by Solar Turbine.  The building on the northeast portion of the property was built in the last two (2) years.  The properties to the north contain industrial uses.  To the south, of Centre Park Boulevard, are lots with a mixture of office, retail, commercial and industrial uses. The properties to the west and east are undeveloped at this time.

Solar Turbine requested an amendment to this Planned Development in May of 2014 to allow them to use ACM  on the exterior of the recently constructed building, which consisted of eighteen (18%) percent on the north elevation, sixteen (16%) percent on the east elevation, none on the south elevation and six (6%) percent on the west elevation. Although the majority of the material used on the new building was masonry, ACM was used on three elevations.

The request in this amendment is to be allow the use of up to seventy-five (75%) ACM on each elevation for any renovations or expansions of existing buildings, as well as the facades on any new buildings.

The applicant has provided exhibits of buildings with ACM, which are attached.

After the Planning and Zoning Commission Work Session, the applicant approached staff and said they could accept allowing eighteen (18%) percent ACM on each elevation for any renovations or expansions of existing buildings, as well as the facades on any new buildings.

 

 
PUBLICATION REQUIREMENTS:
Staff notified property owners within 200 feet and published “Notice of Public Hearing” as required by law. Twelve (12) notices were mailed to adjoining property owners, one (1) reply was received in favor and zero (0) replies were received in opposition.
RECOMMENDATION:
PLANNING AND ZONING COMMISSION REPORT

RECOMMENDATION FOR APPROVAL:  AYES:     7    NAYS:     0


RECOMMENDATION: The Planning and Zoning Commission considered this request at their August 28, 2018 meeting and recommended the motion to: Approve Zoning Case Z-1383-18; an amendment to PD-147 to allow Solar Turbine to use Aluminum Composite Material (ACM) on the facades of existing and future buildings within their property, with the following stipulation.

1.  Allowing the use of ACM, as long as no elevation contains more than eighteen (18%) percent.

Staff can not support the request to allow up to seventy-five (75%) ACM on each elevation for any renovations or expansions of existing buildings, as well as the facades on any new buildings as it conflicts with the Ordinance. However staff can support allowing the use of ACM, as long as no elevation contains more than eighteen (18%) percent ACM.
COUNCIL ACTION
Motion by Councilmember Moore with a second by Councilmember Raphiel to approve as presented. Motion passes 6-0.
