Motion by Councilmember Moore with a second by Councilmember North to approve as presented. Motion passes 6-0.
Consider a contract agreement for consultant services by JQUAD Planning Group for the FY 2018-2019 Community Development Block Grant Program, for an amount not to exceed $94,000.
The City of DeSoto is eligible to receive in FY2018-2019 a Community Development Block Grant (CDBG) in the amount $268,987. On Tuesday, July 17, 2018, the Council approved the Annual Action Plan, which outlines how the grant will be expended.  One such expenditure includes the consultant services to coordinate the CDBG Program.

JQUAD Planning Group consultant services include completing required forms to ensure a smooth grant process, generating quarterly reports, creating draw-down (reimbursement) requests, creating annual reports, conducting audit analyses, attaining environmental clearances (s) for infrastructure projects, verifying adherence to procurement guidelines for all expenditures, verifying adherence to Davis-Bacon guidelines, maintaining and amending as necessary the Annual Action Plan, Citizen Participation Plan and Monitoring Plan, assisting with Town Hall Meetings and citizen surveys and creating the draft Annual Action Plan for FY2019-2020.

Subsequently, JQUAD Planning Group will also be creating the Five-Year Consolidated Plan for FY2020-2024.  The Consolidated Plan is a report that describes the housing and community needs of low and moderate income residents, as well as the strategies and resources used to address those needs over a five-year period.  The FY2020-2024 Consolidated Plan will also contain the first Annual Action Plan (year one-of-five) for the use of CDBG funding.
The Department of Housing and Urban Development (HUD) allows for up to twenty (20) percent of a CDBG to be utilized for Program Administration (consultant services), totaling $52,000 for FY2018-2019. The City of DeSoto will then be responsible for funding an additional $42,000 for the development of the FY2020-2024 Consolidated Plan. The FY2018-2019 CDBG grant funds does not include the Consolidated Plan and this document is required by HUD for continued participation in the CDBG Program.  For Council consideration is a contract agreement with JQUAD Planning Group for FY2018-2019 CDBG consultant services not to exceed the amount of $94,000. 

The financial impact associated with the approval of the contract agreement for JQUAD Planning Group consultant services consist of $42,000 for the development of the FY2020-2024 Consolidated Plan, as part of the FY2018-2019 CDBG Program.   
Staff recommends Council approve the contract agreement, for an amount not to exceed $94,000, for consultant services provided by JQUAD Planning Group for the FY2018-2019 CDBG Program.
