As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be convened into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney on any agenda item listed herein.

1.   a.  The Council will convene into Executive Session pursuant to Section 551.087(2) of the Texas Government Code to deliberate economic development incentives with Cedar Crest Development Company for a future project to be located along Hampton and Belt Line Road.

b.  The Council will convene into Executive Session pursuant to Section 551.072 of the Texas Government Code to consider the following purchases of property within the City of DeSoto: Property generally located on Hampton Road and other property within the Hampton Road Corridor in the City of DeSoto.

1.   Consider Zoning Case Z-1374-18; an amendment to Planned Development-168 (PD-168) regarding changes to the Site Plan, Landscape Plan, Elevation and revised deviations; and adopting Ordinance. The property is located to the east of Westmoreland Road and approximately 200 feet south of Belt Line Road; consisting of three (3) lots and containing approximately ten acres. Applicant: Grant Robinson; Property Owner: SECBW Partners, LLC. 2.   Consider Zoning Case Z-1383-18; an amendment to PD-147 to allow Solar Turbine to use Aluminum Composite Material (ACM) on the facades of existing and future buildings within their property; and adopting Ordinance. This property is located at 215 Centre Park Boulevard, which is north of Centre Park Boulevard, and east of Kestrel Avenue; consisting of one (1) lot and containing approximately seventeen acres. 1.   Consider an Ordinance adopting the Budget for the Fiscal Year Beginning October 1, 2018, and ending September 30, 2019; adopting the 2019-2023 Capital Improvement Plan (CIP), adopting The 2018-2019 Business Plan, and amending the Base and Volume Rate Charge For Water Service Fees, amending the Base and Volume Charge For Sewer Service Fees. 2.   Consider and take a separate vote to ratify a property tax revenue increase as reflected in the FY 2018-2019 Annual Operating Budget when compared to the FY 2017-2018 Annual Operating Budget; this budget will raise more total property taxes than last year’s budget by $2,020,130, which is an 7.11% increase from last year’s budget and, of that amount, $894,668 is tax revenue to be raised from new property added to the tax roll this year. The Citizen Appearances portion of the Agenda is an opportunity for the public to address the City Council on any subject. However, in accordance with the Texas Open Meetings Act, the City Council cannot discuss issues raised or make any decision at this time. Issues raised may be referred to City Staff for research and possible future action.
 
I.   ITEMS OF COMMUNITY INTEREST
 
 
Pursuant to Texas Government Code Section 551. 0415 the City Council may report on the following items: ( 1) expression of thanks, congratulations or condolences; ( 2) information about holiday schedules; 3) recognition of individuals; ( 4) reminders about upcoming City Council events; ( 5) information about community events; and ( 6) announcements involving imminent threat to public health and safety.

DeSoto City Council Meeting are broadcast live in their entirety on DeSoto's City Website www.desototexas.gov Government Access Channel 16 available to Time Warner subscribers on the first and third Tuesday of each month at 7:00 p.m.  A taped broadcast is aired each day on Channel 16 at 10:00 a.m., 2:00 p.m., 7:00 p.m., and 11:00 p.m. following the live broadcast.  Question regarding the broadcast schedules should be directed to Kathy Jones, Community relations Manager, at 972-230-9648. These taped broadcasts are also available to view on the City's website (www.desototexas.gov ) at your convenience. Questions regarding the Internet viewing of these meetings should be directed to the Office of the City Secretary at 972-230-9646.
