Motion by Councilmember Moore with a second by Councilmember Brown-Patrick to approve as presented. Motion passes 6-0.
AGENDA ITEM:
Consider an Ordinance of the City of DeSoto, Texas, amending the adopted budget for the Fiscal Year beginning October 1, 2018 and ending September 30, 2019, by amending Exhibit “A” titled "Adopted Fiscal Year 2018-2019 Budget and Planning Year 2018-2019" by amending the financial analysis by amending Fund 101-007-010 to reduce the number of Fire Engineer/Paramedic classified positions from ten (10) to nine (9), and increase the number of Firefighter/Paramedic classified positions from forty-four (44) to forty-five (45).
BACKGROUND:
The Fire Department is requesting to modify the number of full time classified positions. Specifically, the department desires to decrease the number of driver/engineer positions from ten (10) to nine (9), and increase the number of firefighters/paramedics from forty-four (44) to forty-five (45). Section 143.021 of the Texas Local Government Code requires the City to approve by ordinance the number of classified positions within the Fire Department.  Each year, with the approval of the Fiscal Year budget by Ordinance, the City Council also approves the number of classified positions within the Fire Department.  Therefore, the Ordinance adopting the 2018-2019 Budget must be amended to change the number of classified positions within the Fire Department.   
 
 
FINDINGS:
Fire Chief Jerry Duffield has determined that it would be in the best interest of the Department to modify the number of certain promotional positions in the Fire Department.
FINANCIAL IMPACT:
The financial impact will be reflected in the salary decrease for the one promotional position that has been abolished.
RECOMMENDATION:
Staff recommends Council approve an Ordinance amending the adopted budget for the Fiscal Year beginning October 1, 2018, and ending September 30, 2019, by amending fund 101-007-010 to modify the number of classified positions as follows: increase the number of firefighters/paramedics from forty-four (44) to forty-five (45) and decrease the number of driver/engineers from ten (10) to nine (9).
