AGENDA ITEM:
Consider authorizing the City Manager to execute a contract with Advanced Paving Company in the amount of $754,241 for Phase 2 construction, and establish a revised total project budget in the amount of $2,731,311 for Phases 1 and 2 of the 2018 Renovation and Replacement Project.
BACKGROUND:
The Renovation and Replacement (R&R) Project is included in the City’s Capital Improvement Program (CIP) on an annual basis. The 2018 R&R Project is being implemented in two (2) phases. Phase 1 of the project replaces the water and sewer lines along Hunters Creek Drive, Foxwood Drive, Prairie Creek Drive and Shadywood Lane in the Green Meadows Subdivision. Phase 2 will rehabilitate the pavement on these same residential streets upon completion of the Phase 1 construction work.
FINDINGS:

On October 2, 2018, City Council authorized the award of a construction contract in the amount of $1,890,038 for Phase 1 construction. Phase 1 construction began in November 2018 and is approximately 75% complete, with an anticipated substantial completion in late March 2019. It is staff’s goal to seamlessly begin Phase 2 construction immediately upon completion of Phase 1 construction.

Nine (9) bids were received for Phase 2 construction and publicly opened on November 13, 2018. Advanced Paving Company submitted the lowest responsive bid in the amount of $718,324.35.

There are one-hundred (100) working days allocated in the contract to complete Phase 2 construction.

FINANCIAL IMPACT:
Funds have been budgeted for the project and are available in Fund 508 (Water and Wastewater Capital Improvement Fund). The Phase 2 construction budget, including contingency is $754,241.
RECOMMENDATION:
Staff recommends Council authorize the City Manager to execute a contract with Advanced Paving Company in the amount of $754,241 for Phase 2 construction, and establish a revised total project budget of in the amount of $2,731,311 for Phases 1 and 2 of the 2018 Renovation and Replacement Project.
