Consider an Ordinance of the City of DeSoto, Texas, amending the Code of Ordinances by amending Chapter 3 "Building Regulations: by amending article 3.100 titled "International Building Code" by adopting the 2018 edition of the International Building Code with amendments; by amending article 3.200 titled "International Plumbing Code" by adopting the 2018 edition of the International Plumbing Code with amendments; by amending article 3.300 titled "International Mechanical Code" by adopting the 2018 edition of the International Mechanical Code with amendments; by amending article 3.400 titled "National Electrical Code" by adopting the 2017 edition of the National Electrical Code and amendments; by deleting the current article 3.500 titled "Uniform Swimming Pool, Spa and Hot Tub Code" in its entirety and adding a new article 3.500 titled "2018 International Swimming Pool and Spa Code" by adopting the 2018 edition of the 2018 International Swimming Pool and Spa Code; by amending article 3.1600 titled "International Fuel Gas Code" by adopting the 2018 edition of the International Fuel Gas Code with amendments; by amending article 3.1700 titled "International Fire Code" by adopting the 2018 edition of the International Fire Code with amendments; by amending article 3.1800 titled "International Residential Code" by adopting the 2018 edition of the International Residential Code with amendments; by amending article 3.200 titled "Property Maintenance Code" by adopting the 2018 edition of the 2018 International Property Maintenance Code; by amending current article 3.2100 titled "Reserved" by adding a new article 3.2100 titled "International Existing Building Code" to adopt the 2018 edition of the International Existing Building Code with amendments.
BACKGROUND:
The International Code Council (ICC) was established in 1994 as a nonprofit organization dedicated to developing a single set of comprehensive and coordinated national model construction codes. The founders of the ICC are Building Officials and Code Administrators International, Inc. (BOCA), International Conference of Building Officials (ICBO), and Southern Building Code Congress International, Inc. (SBCCI).

There were substantial advantages in combining the efforts of the existing code organizations to produce a single set of codes. Code enforcement officials, architects, engineers, designers and contractors can now work with a consistent set of requirements throughout the United States. Manufacturers can put their efforts into research and development rather than designing to three different sets of standards, and can focus on being more competitive in worldwide markets. Uniform education and certification programs can be used internationally. At local level, the uniform adoption is leading to consistent code enforcement and higher quality construction.

The amendment package to the 2018 I-Codes was developed by North Central Texas Council of Governments (NCTCOG) Building Codes Sub-committees and approved by NCTCOG Regional Codes Coordinating and Board of Directors.
FINDINGS:
The Building Inspections staff reviewed and discussed the proposed 2018 International Code changes with various builders and contractors.  All parties were given an opportunity to review the International Codes and amendments and have recommended the proposed adoption of the 2018 I-Codes, with NCTCOG amendments, as presented.

With the adoption of the 2018 I-Codes and regional amendments, the City Council will have provided the most current building construction codes available for our community.
FINANCIAL IMPACT:
This action would result in no financial impact to the City
RECOMMENDATION:
Staff recommends Council approve an Ordinance adopting the International Codes as presented.
