COUNCIL ACTION
AGENDA ITEM:
Consider authorizing the Interim City Manager to execute a construction contract with C. Green Scaping, LP and establish a total project budget in the amount of $331,969.35 for the Park Trail Extensions and Land Improvements Project. 
BACKGROUND:
In 2011, the City of DeSoto adopted its Parks, Recreation, and Open-Space & Trails Master Plan. The plan identified the need to develop a comprehensive trail system and additional land improvements for the City. During the 2014 Bond Election, the citizens of DeSoto approved $1.575 million in park land improvements that included various projects: Mantlebrook Loop; trail extensions at Mirkes Parkway and Murphy Hills Park to Alpine Drive; and improvements to Briarwood Park. The respective park land improvements are intended to close existing gaps and improve access and connections to the Roy Orr Trail. 

On February 20, 2018, the City Manager executed a Professional Services Agreement with Teague Nall & Perkins to design the various park land improvements. 

The Park Trail Extensions Project includes:

Mantlebrook Loop site for connection to the Roy Orr Trail
Trail extensions at Mirkes Parkway
Trail Extensions at Murphy Hills Park to Alpine Drive
Signage
Landscape Improvements
FINDINGS:
The Parks and Recreation Department Staff, Purchasing Division, and Teague Nall & Perkins hosted a pre-bid meeting on December 12, 2018, for Bid PKR-1901-RFB. On February 5, 2019, two (2) sealed bids were received and publicly opened from C. Green Scaping, LP and Hayden Commercial Construction, LLC. The Evaluation Team reviewed all bids based on purchase price, references, experience with municipalities, and proposed schedule and completion timelines. It was determined that utilizing C. Green Scaping, LP for the trails extensions was the best value for the City.

Trail Extensions Base Bid + Alternates $288,669.00
Contingency $43,300.35
Total Project Amount $331,969.35

Funds for this project are budgeted in the following:
 
Fund 710 $276,933.80
Fund 227 $55,035.55
Total Project Amount $331,969.35
Note: Fund 227 requires a Budget Amendment in the amount of $55,035.55
RECOMMENDATION:
Staff recommends Council authorize the Interim City Manager to execute a construction contract with C. Green Scaping, LP and establish a total project budget in the amount of $331,969.35 for the Park Trail Extensions and Land Improvements Project.
