AGENDA ITEM:
Consider authorizing the Interim City Manager to execute a project change order in the amount of $37,392 to the Fuel Station Renovation Project, execute a professional services agreement with TSIT Services for the installation and monitoring of four wells as required from Texas Commission on Environmental Quality (TCEQ), and approve a budget amendment from Fund Balance in the amount of $37,392 for the Fuel Station Renovation Project.
BACKGROUND:
Included in the Fiscal Year 2019 budget, was the renovation of the fuel station at the DeSoto Service Center. The scope of this project included removing and replacing the existing fuel pumps, removal of the underground storage tanks and installation of a 20,000 gallon above ground fuel storage tank.
FINDINGS:
In February 2019, Stoval Construction began constructing the new fuel station. Once the removal of the old underground storage tanks was completed, the soil and water levels required testing for contamination from the old tanks which were installed in the early 1980's. After testing was complete, samples were reported to have exceeded the allowed contaminant levels.  As a result, four (4) monitoring wells will be required to be installed for a period of time that will allow testing.  The intent of the monitoring wells is to evaluate the contaminant levels until they reach an acceptable range. 
FINANCIAL IMPACT:
The existing budget for the fuel station renovation is $400,000.  This unexpected cost to install and monitor the wells exceeds the existing budget.  A budget amendment, in the amount of $37,392, from fund balance is requested to cover the financial impact of the change order. 
RECOMMENDATION:
Staff recommends that City Council authorize the Interim City Manager to execute a project change order in the amount of $37,392 to the Fuel Station Renovation Project, execute a professional services agreement with TSIT Services for the installation and monitoring of four wells as required from Texas Commission on Environmental Quality (TCEQ), and approve a budget amendment from fund balance in the amount of $37,392 for the Fuel Station Renovation Project.
