AGENDA ITEM:
Consider Preliminary Plat P-320-19; Summit Parks, Phase Three. Located west of the alley serving Rainer Street, north of the alley serving Olympia Street and to the west side of Glacier Street and south of Whitney Street. Consisting of 59 residential  lots, 1 retail lot and 2 common area lots and containing 35.505 acres. Applicant and Property Owner: Blackstone Park, LLC. 
SUMMARY:
This is the third phase of the Summit Parks residential development. There will be 59 residential lots in this phase, with 1 retail lot and 2 lots denoted as common areas. The retail lot is identified as Lot 15, Block V and is located at the northwest corner of Glacier Street and Belt Line Road. The two common areas include Lot 16X, Block V, which is located to the west of Whitney Street and Lot 17X, Block V,  which is located along the north portion of this phase. Lot 17X will be dedicated to the City as park land, as part of the Final Plat.

The detention pond that will serve this phase will be constructed as part of the infrastructure for Phase 2.  Phase 2 construction is in progress. The pond is located to the west of Whitney Street and is denoted as a drainage easement.  Consequently, both Phase 2 and 3 will discharge stormwater into the same detention pond. 

This preliminary plat meets the requirements of the Subdivision Ordinance, as well as the Zoning Ordinance and PD-109.

RECOMMENDATION FOR APPROVAL:  AYES:    6    NAYS:    0

RECOMMENDATION: The Planning and Zoning Commission considered this request in its August 13, 2019, meeting and recommended the motion to: Approve Preliminary Plat P-320-19; Summit Parks, Phase 3.

Staff recommends approval of the preliminary plat for Summit Parks Phase 3.
